Gentlemen: As per instructions for a: final report on the Salt-Creek-Lavoye road. } Since making my report on the conditions of the above mentioned road, I have driven to Salt Creek and examined the road. Noted where the contractor has finished spreading the surfacing and thrown up the shoulders of the grade. Herewith-is a copy of the signed contract drawn up between the Commissioners Morgan, Scott and Hall and Contractors: Apel, which reads as follows; Contract THIS CONTRACT, made and entered into this 9th day of Oc- tober, A. D., 1924, by and between the County of Natrona, State of Wyoming, acting by and through its board of County Commission- ers, Dr. G, T. Morgan, T, A. Hall and Jack E. Scott, party of the | first part, and G. L. Apel, of Cas- per, Wyoming, party of the sec- ond part. Witn, h, | WHEREAS there is a great need at this time of county road im- | provements of the county road be- |tween the railroad station of Salt Creek, Wyoming, and the Salt Creek Oil Fields, and WHEREAS this urgent road improvement need is so great. that large contributions have been’ ten- dered by various corporations in- terested for the purpose of assist- ing and defraying the cost of con- struction and such contributions being tendered under condition that the work be promptly done and completed before the winter season. NOW, THEREFORE FOR AND IN CONSIDERATION of the mu- tual promises, covenants and con- ditions herein contained to be kept and performed by the parties here- to, IT IS AGREED BY AND BE- TWEEN them as follows; 1. Party of the second part at his own cost agrees to furnish all labor and material of every kind or nature, including whatever cul- verts may be necessary, to gravel that portion of the County road beginning at a point on the South side of the Salt Creek State High- way immediately between the town of Lavoye and the bridge located on the said Salt Creek State High- way which said bridge crosses Cas- tle Creek, and to extend the same continuously from the junction of said road with the said state high way to the railroad station of the North and South Railway located at the town of Salt Creek, Wyom- ing, and following the course of the said county road as it is now established or as may be designat- ed by the County Surveyor of the said County of Natror All work to commence immediately and said gravel to he placed on said road to a width of sixteen feet to a depth of not less than five inches in thickness and to the minimum of not less than nine million pounds, Said gravel to be of good and suitable quality as shall be selected and determined by party of the first part or by the County Surveyor of Natrona County. 2. Second party is to do alt nec- essary grading of said road to a proper condition preliminary to the placing of said gravel to a width of twenty-four feet and is to throw up a dirt edge of approx- imately six inches on each side of said sixteen foot gravel course, including the proper leveling of said gravel course after it has been layed 3. G.L, | : (Signed) | Party of the Second Part From the Contract, paragraph number 1, the road was to begin on the Salt Creek Highway be- tween Lavoye and the highway bridge over Castle Creek and foil- low the course of the said County road as it is now established or as may be designated by the County Surveyor of the said County of Natrona. Now, according to this contract no specified distance was stated, but as chained I find it 2.9 miles. From paragraph Number 6 the sur- facing was to have been done in Fifth Street, but; “or at the dis- cretion of the County Surveyor said road may be changed at the point where Fifth street intersects said County Road” it was decided between the Commissioners and the County Surveyor to surface Seventh street, between Elm and Main streets, instead of Fifth and also surface Elm and Main streets between Fifth and Seventh streets, This making the total distance to be surfaced 3.2 miles. It was de- cided to surface the road with crushed rock instead of gravel as stated in the contract. After surfacing the road with 3,652,840 pounds of crushed rock, at four inches thick, instead of five inches thick, it being the opin- ion that four inches of crushed rock was equivalent to five inches of gravel; and being unable to se- cure any more crushed rock the contractor was forced to finish sur- facing the road with gravel. According to information se- cured by me from the Commission- ers and the Contractor 9,000,000 pounds of surfacing was to be placed on the road, no matter what the distance finally decided on would be. In checking over the weigh bills the Contractors placed 3,652,840 pounds of crushed rock and 5,404,- 060 pounds of gravel making a to- tal of 9,056,900 pounds of surfac- ing, thus finishing what the con- tractor figures he is entitled to for the twenty-nine thousand dollars, called for in the contract. It was further agreed as I un- derstand it that in going around by the School house on Seventh Street the Contractor was to have Twenty-five Hundred dollars for extra grading, and for widening and raising certain fills he was to receive Thirty-five hundred dol- lars. The extra amount was agreed upon between the Contrac- tor and the County Surveyor and the Commissioners, thus making a total for the road of Thirty-five Thousand dollars, last Since my report road the ¢ tor has placed, taken from weigh bills, 998,360 pounds of gravel on the Salt-Creek Lavoye Road, bladed the loose gravel from side ditches to the crown of the road, and also thrown up earth on the shoulders of the twenty-four foot grade, thus tak- ing the verbal agreements into con- sideration as well as the contract. The contractor has completed his part of the agreements. It is my opinion that considering no maintenance was kept up on this road, and the continuous traf- fic and moving buildings from La- voye to Salt Creek that this road on is in fair shape, and should be maintained, I believe that had the contractor been able to secure crushed rock last fall and complete the road as ie did on the first mile and a half and not haying had to stop on account of winter weather, }the road would have been in first class shape, and been accepted on the proper time.
