Scott, that the following resolution be adopted: WHEREAS, This Bozrd is of the opinion that it is to the best interest of the Sorat: that all road work cease on ay 15th, 19265, including all help, together with the superintendent; and that the County garage be closed with the exception of one man to be retained at a salary not to exceed one hundred and fifty ($150.00) dollars per month. iT IS HEREBY ORDERED THAT THE County Garage be closed and that all road work cease on and after May 15th, 1925, and that the road superin- tendent be instructed to deliver all books pertaining to the Road De- partment to the County Clerk, and that the County Garage be closed with the exception of one man employed at a salary not to exceed $150.00 per month; and the Road Superintendent is here. by instructed to deliver all road machinery and equipment to the County Yards except as used by the different communities in do- ing their own work, and that all road employes present their billé to the County before said date, Carried. HBH:RK Commissioners’ Resolution A petition having been hereto- fore filed herein for the estabiish- ment of a public road from a point on the north line of Section 25, Township 40 North, Range 79 West of the 6th Principal Merid- jan to a point in the SE% of Sec- tion 26, Township 41 North, Range 79 West of the 6th Prin- cipal Meridian, all in Natrona County, Wyoming, known as the Power Plant Road, and this Board having duly considered said peti- tion and determined to ‘establish said road, ang a Notice of Loca- tion of said road being now pub- lished as required by law, and claims for damages having been filed with the clerk of the Board. IT WAS UNANIMOUSLY RE- SOLVED that H. L. Kennedy, Harold Pursel and Ed. Gorrell, three disinterested and suitable electors of Natrona County, Wyo- ming, be appointed as appraisers to view the grounds on the 13th day of May, 1925, and that they report their doings in the matter. and file their reports in writing with the County Clerk, within thirty days from the date hereof fixing the amount of damages sus- tained by the claimants, and that they do and perform such other duties as is imposed by law upon them. Before the Board of County Commissioners, in re Power Plant Road, Claim for Damages, Midwest Re- fining Company Comes now, the Midwert Refin- ing Company and herewith pre- sents its claim for damages for the establishment of whet is com-/ monly known as the Power Plant) Road and shows that during the years 1928 and 1924, it built and constructed 6.7 miles of road from the junction with the state high- way on the north line of Section 25, Township 40-north, Range 79 West of the 6th Princi erid- jan, to the junction with the Sus- sex road in the SW% Section 31, Township 41 North, Range 78 West of the 6th Principal Merid- ian, all in Natrona County, Wyo- ming; said road as built and con- structed being 24 feet in width, In the construction of said road one timber pile bridge was built and is now in good condition, and 10 or more corrugated iron cul- verts. Said road was built and constructed with the view of se- curing minimum grades, and ade- quate for heavy tonnage. Said road as constructed is coincident in its boundaries with road pro- osed to be established by the Bounty Commissioners of Natrona County, publication of which is now being made. That the road so constructed by claimant was constructed at a cost of about $38,000.00 or more, and was originally built and construct- ed as miivate toad, although said road has been and now is be- ing used by the inhabitants living in the north end of Natrona Coun- ty and the south end of Johnson County as a public road. That the claimant has received considera- ble benefit from said road in the construction of its power plant situated at and near the same and | expects in the future to receive benefit from said road, even though it be converted into a pub- lic road for the use of the general public, and therefore concedes certain benefits and presents its claim for dameges herein, after g due allowances for bene- in the sum of $10,000.00; the amount of damage claimed against Natrona County, after making allowance for the COMPANY, By R. We also notified the claimant for damages herein, advising them to the time and place where we would meet, where they might present evidence of the amount of damage to which they deem them- selves entitled. Thereupon we faithfully and impartially fixed the amount of demage which we believe to have been sustained by each claimant, after allowing for all benefits that May acctue to each claimant by reason of the location and estab- lishment of said proposed road and do hereby fix the amount of damage sustained by the claimants named below, after allowing and deducting for benefits as follows, to-wit: The Midwest Refining Company, $10,000.00. Bur- well that resolution made by Commissioners May 7th, 1925, to discontinue road work be modi- fied to take effect June Ist, in- stead of May 15th. Motion died for lack of a second. The following resolution was presented and reed to Board of Commissioners: RESOLUTION WHEREAS, The taxpayers of Natrona County have expressed the opinion that work on the Na- trona County highway should not be closed down at this time owing to the fact that many repairs are badly needed and maintenance is a.i absolute necessity in order to protect work done in the past. NOW, THEREFORE BE IT RESOLVED, that the action of the County Commissioners had at the meeting on May 1925, abandoning the highway depart- ment operation, be rescinded, and that work be continued as pre- viously planned. Purwell, “no.” RESOLUTIONS WHEREAS, there has been and is being organized in the State of | Wyoming, especially in Natrona County, what is known as a tax- payers’ association, a majority of | whose officers are attorneys, | agents and employes of the large | corporations conducting and car- | rying on business in this state, and | of politicians and influential men | high in official positions in both | eae leading political parties; | en | WHEREAS, the object and pur pose of said organization to spread propaganda through its members and by their subsidized newspapets among citizens, tax-| payers, voters, officers and legis- lators in order to bring about fa- yotable legislation, or to evade| some of the laws pertaining to} taxation now on the statute books i] and WHEREAS, said organization is also organized for the purpose of subsidizing or intimidating offi- cers by threats of prosecution for minor irregularities on account of inadequate laws, and to prevent the officers of this state from en- forcing laws now on the statute books; and | WHEREAS, it has come to the knowledge of this Board of Coun- ty Commissioners that there has been fraudulent tax returns made | © by these large corporations, and | that a great deal of their prop-| erty has been entirely from the tax lists, and that only | a very small portion of their property hes béen returned upon which taxes have been paid; and WHEREAS, this Board has seen | fit to attempt to compel these cor-| porations to carry their just bur- den of the government in this state, and on account. of this | Board's conduct in compelling | these large corporations to obey the laws as any other citizen these great corporations heve looked upon this Board’s official acts and conduct with a great deal of disfavor. NOW, THEREFORE, Be is re-| solved by this Board of County Commissioners that the facts as above set forth be brought to the attention of each and every one of the Board of County Commis- sioners in the State of Wyoming before they meet as a Board of Equalization the first week in June, in order that all of the| Boards of County Commissioners of this state, when they meet as a Board of Equalization, will be fa- miliar with the facts and condi- tions and will not be influenced or ropaganda.
