Link, Porter & Haire were employed as architects of the new wing added to the main hospital building and such alterations as were necessary in the original building. C. A. Porter was made supervisor in charge of the work. When it came to securing laundry equipment for this department, the American Laundry Machinery Company made proposal in writing to furnish the nec- essary items required, for the sum of $5,988 f. 0, b. Chicago, subject to 2 per cent discount cash in 30 days. This proposal was for the attention of C. A, Porter and dated April 11, 1924. The deal was closed on behalf of the county at once, the machinery later re- ceived and installed. Remember, the accepted bid was $5,988. In December, 1924, the bill was paid. It was paid in the sum of $8,126.17, including freight amounting to $281.97. It was paid, short, one prim press valued and bid at $600, and which the county has not sub- sequently received, although this item was included in the original bid of $5,988. The net purchase price of the machinery actually furnished and delivered to Natrona county was therefore $5,388. Scott and Morgan approved and paid vouchers for laundry machinery for $8,126.17. Considering the cash discount here is a plain steal of $2,563.76. Responsibility lies between Scott and Morgan and the supervising architect, Porter, because the laundry machinery company’s vouchers were raised in the sum named. F ? There is a matter of $2,563.76 cash to be explained. Where did it go? Who received it, and why? The official examiner says suit should be brought for the recovery of this graft. The suit should be brought against Scott and Mor- gan as the persons responsible in the transaction. If Scott and Morgan did not participate, they per- mitted graft to be accomplished, and voted to pay it. Laundry equipment was a favorite source of in- creasing revenue to someone, for in a minor transac- tion in which goods were billed at $34.75 we find the voucher increased to $107.30 without any explanation whatever. Another instance of invoice raising was in the cost of a mattress sterilizer billed by R. C. Cornet & Co., Denver, at $1,260.50 f. 0. b. Casper. It cost the county $1,764.20. Who got this graft? Sterilizing equipment billed at $1,644 was paid for by the county at $2,441.60. Just who was the person who secured $767.60 graft, or the persons among whom it was split? The further you proceed in the hospital transac- tions the thicker and niore sickening are the evidences of downright stealing of the people’s money. When it is known that the hospital improvements cost approxi- mately five times the amount of actual bids received for the construction, material and supplies, you will have some idea about the graft. There can be no doubt that the hospital job repre- sents the monumental asininity, inefficiency, dissipa- tion of taxpayer’ s money, and plain bold stealing, of the notorious 1924 administration of Scott, Morgan and Hall, as county commissioners. Unless Scott and Morgan are ousted from their of- fices, the county will be grafted as boldly in 1925 as it was in 1924.
