The Board of County Commis- sioners in and for Natrona County Wyoming, met this 14th day of April, 1926, at 10:00 o’clock a, m. in special session pursuant to ad- journment of April 18th, being present Commissioners J, E. Scott, Chairman, Dr. G. T. Mo gan, Earle G. Burwell and Emma C. Marshall, Clerk, the purpose of this meeting to be to settle the matter of the Salt Creek-Lavoye road, Meeting was called to order by J. E. Scott, Chairman. Mr. Scott said that he would like to have the matter of the Salt Creek-La- yoye Road contract settled with Mr. Geo. Apel at this time. Mr. Apel informed the Commis- sioners that he was unable to fin- ish this road contract until fur- ther funds were furnished him, and requested that the Commis- sioners give him a written order upon the different oil companies and others who had agreed to con- tribute to the County in the way of finances to construct this said road. Mr. Apel submitted a writ- ten opinion given to him by Mr, Weedell, the County Attorney, stating that in his opinion an or- der from the Commissioners would be legal to solicit funds from the different parties who had agreed to contribute on this road. After questioning Mr. Apel as to the resent status of this road con- tact, Mr. Burwell inquired if the County Surveyor had given his written report upon the condition of the road which the contract called for. Dr, Morgan moved that Mr. Apel be given the order requested, but motion failed to receive a see- ond, different parties interested in the road should appear with the Com- sioners when the Surveyor's report was made in writing to the Commissioners, Mr, Burwell agree ing with Mr, Scott's suggestion, and Mr. Apel was informed that his claim would be considered at a later date when the Surveyor’s report was available and the dif- ferent parties interested in the Lavoye-Salt Creek Road could be present with the County Commis- sioners. Burwell, that the following resolution be adopted as read. Carried. Resolution WHEREAS, the Board of Coun- ty Commissioners of Natrona County has heretofore appointed H, E. Champion as the special in- vestigator to examine all of the financial affairs pertaining to the County WHEREAE, this Board finds that said H. E. Champion is some- what hindered and limited in_his power and authority heretofore conferred upon him by this Board; and WHEREAS, this Board is of the opinion that it would be a great advantage to the said H. E. Cham- pion to have the aid and advice of the State Board of Equalization and secure from them directly, all of the information he may desire relative to tax matters and all other affairs pertaining to State and County. NOW, THEREFORE, the Board of County Commissioners of Na- trona County, State of Wyoming, hereby and by these presents, rec ommend the appointment of H. E. Champion as a special deputy of the State Board of Equalization to aid and assist said Board of Equalization and the County Com- missioners im all tax matt in order that all property in the te shall be assessed at its true and full value, and that the State Board of Equalization and County Commissioners may co-operate jn the question of finding the true value of all taxable property in the County of Natrona, The petition of the local busi- ness men and taxpayers asking office, Clerk of the District Court, referred to the State Examiner for his attention.
