MONDAY, MAY 1, 1928 Allies Discuss Evacuation of Cologne ornrees Allied governments are informally discussing Germany's latest demand for the evacuation of the Cologne area. In a speech made after a conference with the new president, Von Hindenburg, Chan- eellor Luther declared that the continued occupation of this important center was one of the principal reasons for the unsatisfactory state of European affairs, and insisted that Germany needs to be guar- anteed by a security compaact just as much as entente nations.
