That Section Ine of Ordinance No. 37-A be amead- ed and re-enacted to read as fol- lows: . SECTION 1. THE MAYOR— POWERS AND DUTIES. (a) The Mayor shall preside at all meet- ings of the City Council and shall have the superintending and control of all the officers and af- fairs of the City and shall take care that the ordinances of the Cit; id statutes of the State of Wyoming are complied with, and may administer oaths and shall sign the commissions and appoint- ments of all officers appointed in the City. (b) He shall appoint, by and with the consent of the City Coun- 1, the City Clerk, City Treasurer, y Engineer, the Police Justice, City Attorney, Chief of Fire De- artment, City Marshall, City Water Commissioner, and such number of Police as the City Coun- cil may authorize, or as shall be provided for by ordinance, and such other officers as shall be deemed for the best interests of the City, or as provided for by ordinance. All such officers so appointed by the Mayor shall hold their respective offices from the time of their appointment until the appointent and qualification of their successors nominated by the Mayor, whose election and qualification follows their appoint- ment, (c) In any case of emergency or when authorized by the City Council, the Mayor may appoint the necessary number of jeu Police who shall be removable at the pleasure of the Mayor. The status of all policemen, before their appointment as police offi- cers, as provided for herein, sha)! be that of Special Police whether such Special Police shall have been appointed on account of emergen- cy or on probation. As vacancies occur in the office of police offi- ers such vacancies shall be filled, as herein provided for, from those who have theretofore been em- ployed as Special Police. (d) The NET powers, duties and compensation of any appointive officer appointed by virtue of this section, shall be such es are prescribed by any ordi- nance of the City that may have been heretofore, or shall be here- after enacted by the City Council. (e) The Mayor shall have power to remove any officer appointed under this section, for incompe- tency or neglect to duty. SECTION 2. That Section 6 of Ordinance 87-A be amended ant reenacted to read as follows: SECTION 6. CITY CLERK— DUTIES:* The City Clerk shall have the custody of all laws and ordinances and shall keep a cor- rect journal of all the proceedings of the Council; he shall also keep a record of all ordinances Passed _by the City Council, which jour: mal and record, after the approval of each sitting of the Council, shall be signed by the Mayor and at- tested by the City Clerk. The Clerk shall attest all orders and war- rants upon the Treasurer and affix thereto the seal of the City and keep an accurate record thereof in a book provided for that pur- pose; attest and affix the cor- porate seal to all licenses issued in pursuance of the orders of the City Council and the ordinances of the City and keep an account of all licenses issued, date of sue and amount, in a book pro- vided for that purpose and to form such other duties as may be re- quired of him by the Council and ordinances of the City. He shall also make, at the end of each month, a report shone the amount appropriated to each fund an‘ the whole amount of warrants drawn thereon which shall be spread at large upon the records at the end of each ear a report em- bracing a summary of such monthly reports. (b) Each Police Officer shall receive for his services as the sum of $1920.00 per annu payable semi-monthly. That Section Four teen of Ordinsnce No. 37-A be amended and rewnacted to read as follows: SECTION 14. CITY ATTOR- NEY—DUTIES. (a) ‘The City At torney shall be the legal advisor of the City Council and of the City Officers; he shall commence, pros- ecute and defend, as the case may be, all and any suits and actions necessary to be commenced, pros- ecuted and defended on behalf of the City, or that may be ordered by the Mayor or City Council; he shall draw all ordinances and res- olutions for acetic by the City Council and‘shall attend all meet- ings of the City Council and give his opinion upon any matters sub- mitted to him either orally or in writing, as may be required; he shall have charge of all legal mat- ters either civil or criminal in or to which the City may be a party. , (b) He shall prepare all con- tracts, bonds and other instru- ments to which the City or any officer thereof is officially a party whenever requested so to do. He shall, however in all cases approve as to form any-and all such con- tracts, bonds or other instruments. (c) He shall keep office dock- ets of all cases properly indexed and numbered and record therein all proceedings of such cases; keep files of all cases to which the City is a party, except those for yio- lation of ordinances in the Police Court, containing copies of papers filed therein, preserve, index and bind records in the appelate courts in cases in which the City has ac- quired an interest, all briefs pre- pared by him, all written opinions and Official correspondence. All such dockets, files and papers shall be the property of the City and shall be delivered by the City At- torney to his successor in office. (d) On or before the 3ist day of December of each year the at torney shall make a report in writ- ing to the Mayor covering the last fiscal year, showing all suits commenced and pending in courts of record; the docket number and title; the demand or relief sought, and if final judgment has been rendered the amount or nature thereof; whether an appeal has been taken end, where the City has sought affirmative relief and termination thereof has been de- layed, the reasons therefor; the amount of judgments for or against the City and such other informstion as may he deaquired by the Mayor or City Council. (e) He may, by and with the advice and consent of the Mayor and City Council. employ aduition- al legal or clerical help, and shall be furnished such quarters, equip- menfeand supplies as may be nec- essary to the best interests of the City. SECTION 8. That Section Vif- teen of Ordinance No. 37-A be amended and re-enacted to read as follows: SECTION 15. SALARY OF CITY ATTORNEY. The City Attorney for his services us such, shall receive the sum of $2400.00 per annum, payable semi-monthly. That Sect’on Seven- teen of Ordinance No. 37-A be amended and re-enacted to read as SECTION 17, SALARY OF CITY ENGINEER. The City En- gineer, for his services as such, shall receive the sum of $5400.00 per annum, payable semi-monthly, The salaries of ussistants em- ployed by his office shall be such es prescribed by the Mayor and City Council, by motion or reso- lution. ‘ SECTION 10, That Section Eighteen of Ordinance No. 87-A be amended and re-enacted . to read as follows: SECTION 18. WATER COM- MISSIONER’S DUTIES. The Wa- ter Commissioner shall be under the control of the City Council He shall keep a correct record of the time of all laborers and em- ployes working for him. He shall keep a correct record of the tools and materials and costs thereof purchesed for use in his Depart- ment. He shall have full super- vision over the water and sewer systems of the City including res- ervoirs, ditches, pipe lines, rights of way for same, and pump sta- tions; he shall see that same are kept in repair and that reservoirs and sewer ems are kept clean; he shall read ell water meters and keep a record of same and shall collect all water rents and turn the same over to th» City Treas- urer; he shall keep all meters in running order and ehall see that all water and sewer ordinances pre strictly enforced and shall, from time to time, render reports te the Council of all business done in his Denartment, SECTION 11. That Section Twenty of Ordinance No. 37-A be amended and re-enacted to read as follows: SECTION 20. Publish March 18, 1925. pein abe ORDINANCE NO. 498A An ordinance providing for the issuance of the improve- ment bonds for improvements in Paving District No. 48 in the City of Casper, Wyoming, payable out, of funds derived from special assessments in said. improvement district and for other matters relating to adver- tising, sale and issuance of bonds, ' Be it ordained by the Mayor and City Council of the City of Casper, Wyoming: SECTION I. In anticipation of the collection of special assess- ments for the improvement of the streets and portions of streets in Paving District No. 48, in the City of Casper. Wyoming, and for the purpose of raising money for spec- ial improvements, improvement bonds of the ole of. Casper shall be issued and sold to the amount of Two Hundred and Two Thou- cand, One Hundred Ninety One and 26-100 ($202,191.26), Dol- lars, or so much thereof as shall be nec ry for the payment of the construction of paving and other improvements incidental to the paving of said Paving District No. 48, which bonds shall be pay- able only out of the funds derived from special assessments for the improvements in Paving District No, 48, levied, assessed and col- lected in pursuance to law, and each of said bonds shall specify the improvements for which said bonds are issued and that said bonds pre payable out of the funds derived from special assessments. SECTION 2. That the said im provement bonds shall be signed by the Mayor and attested by the City Clerk; shall be dated March ist and shall mature on or before ten (10) years from date as pro- vided by law.
