SATURDAY, JANUARY 3, 1925 ——— OLD-TIME SLEUTH IS THING OF PAST IN DETECTIVE WORK; MODERN METHODS ARE USED PY PORFRT T. SMALL (Copyright 1924, Casper Tribune) \y ASalNGTON, Jan. 3.—The days old sleuth” are over, so faras the sent administration of the United § s department of justice 1s con- cerned. The old time detective, the in of “shadows and “frame-ups" 1 wet the goods" in any way you n, is a thing of the past. vt is a new order. It 1s an interesting experiment that Attor- y General Stone is makng. He has cast aside all of the ancient notions of how a bureau of Inve: Ugattos, which is the department of justice name for secret service, should be conducted. Detectives of the old school, the whole world over, from Scotland Yard to Tokio will be watching this new idea in Washington, Naturally, : thgyfare skeptical. They look as- ce at the appointment of a young lawyer, thirty years of age, to head one of the most tmportant branches of the government's sy! tem-for the contro! and apprehen- sion of criminals. But John Edgar Hoover, the dis- HOME BUILDING SHOWS CAIN I THE LAST YEAR Increase in Figures for 1923 Shown by New Records By J. C. ROYLE. ° (Copyright, 1924, Casper Tribune) NEW “YORK, Jan. 8.—The urge to “own your own home” has been transldted into “build your own home,” according to building ma- terial men. To substantiate this, they point to the fact that last year, even though it had period of busi- ness depression, saw some $350,: ‘000,000 more spent in residential “Seenstruction than 1928. In view of .the prospects for a period of general, business prosperity {n the early months of next year, they anticfpate another period of great construction activity. This will be fostered, they say, by the fact that the man with only a few thousand dollars to put into a house can now secure a small cost detailed plans and specifications pre- pared by competent architects through various house plan ser- vices and can build a substantial, permanent home planned for both appearance and convenience. New records in the use of concrete masonry were hung up in 1924 and manufacturers expect to break them again in 1925. More than 6,000 manufacturers now are enguged in making concrete products which, in the new year, will have a value of approximately $100,000,000, accord: ing to the Portland Cement associa. tion. About 892,700,000 standard size concrete blocks were turned oufslast year and in the last 12 irs, annual sales of these biocks alone have increased from $12,000,- 000 to $77,000,000. Development cf one and two family residences is largely responsible for this gain. For example, 258 residences of this type were bufit in one suburb of Miami, Fla., In the last year. Block building and roofing tile, brick and architectural stono ac: counted for 10,000,000 barrels of ce ment in 1924, Cement shipments were 10,000,000 barrels larger than in 1923. In spite of this fact, stocks are two million barrels heavier than at the start of the year. This ls In preparation for continuation of construction. during the winter months and for a heavy spring de- mand. Prices of cement, according to Morris Kind, president of the Her- cules Cement corporation, have de clined well below the level of 1920 and are only slightly above those of 1918, before the great boom in buiJding developed. The decline from the peak price of 1920, 2.22% cents a barrel to the average for October, 1924, amounted to 37% cents a bar. rel or 16 per cent. Assertions that neither work: manship nor materials used !n mod- ern dwellings compares with that of 45 years ago are being emphatical: refuted by builders and material men “It used to be that very large timbers were used in house con- struction,” said John H. MoClatch: ey, a large builder of Philadelphia today, “and it required large man power to put sills and beams in place. Then in the 1870's came the period of the ‘balloon frame.’ Peoplo were amazed when they saw Scantling nailed together to take the place of the cumbersome tim- bers and made dire predictions of collapse. But that innovation has stood the test. “For years material was wasted and strength put where it was not needed, construction today has been reduced to a science. The modern builder does not rely wholly upon his own judgement, He calls in engineers and experts who study his projiems and give practical advice to materials and workmanship, rhig has given better results by ob: vinting waste in both materials and labor. " “Problems of excavation, drain- age, walls, foundations, roofs, plumbing, heating, pipe fitting, lighting, painting and interior dec- ceeded Billy Burns, the reincarna- fon of Old Sleuth, has gone calmiy ‘bout his work in a manner which las given the justice officials a feeling that they need worry no more about the proper conduct of the affairs of the investigation bur- eau. Burns unquestionably was a Sreat man ‘'n the world. He knew *he ways and the wiles of criminals as well as any maz in the world. He had been brought up with his nose to the ground. As a kid, he used to hang around the police station at Columbus, Ohio, He came by his detective instinct naturally. In appo'nting Burns to head his bureau of investigation, former At- torney General Daugherty thought to still In advance any critic'sm as to the manner that branch of the government secret service was to be handled. He wanted to assure t! world that no malefactor, however small or great would escape the eagle eye or massive brains of the sreat detective, But Burns’ ap- potn heart burning among all the other profess onal detectives of the day. Burns was the head of a private agency and the other agenoy heads thought his government position was ewiving him an unfair advantage over them. Young Mr. Hoover, of the new school of crime detection, has no entangling alliances. Among’ his friends, he ‘s known to be as clean as a hound's tooth. He looks at detective work from a new angle. He sees the evidence side. Instead of merely “getting the goods," he ts concerned with making “the goods stick in a court of law. And with all his scarcity of years and legal training, he {s no novice at the detecting game. He went into the department of justice under Mitchell Palmer just about the time ‘hat Mr, Palmer’s house was be'n< hlown up here in Washington by the “reds” and the whole country was accusing the Wilson attorney gen eral of seeing red things at night Mr. Hoover found there was some- thing in the “red” business after all, for it was he who worked up the cases and obtained tho deporta- tion of the leading reds of the r day —Emma Goldman, Alexander Bérk- man and Ludwig Martens, the lat- ter the representative of the Bolshe vikt. Hoover gave Goldman and Berkman a hard ride. Even the Soviets cast them out of Russia Nobody wanted this fine duo after Hoover got through with them. As an assistant to Burns, young Hoover got some education 'n the arts of the old school. But most of these he is casting aside. He is striking out along new and clean lines. He {ts not going on any wild goose chases. He {s not going to have men sn>oping around the off’- ces of senators or representatives. He is going to try to do his govern- ment work in a big and legitimate way. Perhaps that sort of thing is too Idealistic. Perhaps the old th'rd degree style will come back. But anyway, we shall see. Hoover !s a home bred here in Washineton. He was a high school cadet and used to march to the tunes of Sousa’s famous march dedicated to these bovs. le is also in the military intel gence di Classified Rates —_—— Two cents per wore or ten cents per line.
