P ARTICLE XV, Section 3, All mines and mining claims from which gold, silver, and other pre- cious metals, copper, iron ore, soda, saline, coal, petroleum, and other crude and mineral oil, and natural gas, or other valuable de- posit is, or may be produced, shall be taxed in addition to the .sur- face improvements, and in lieu of taxes on the lands, on the gross output in proportion to the actual value thereof, as may be _ pre- scribed by law. Provided that in addition thereto there shall be levied a severence license tax based on the actual value of the gross output.
