D..~ 1924, being respectively amend- ments numbered “one” and “two,” received from the said Seven- teenth State Legislature: NUMBER ONE Authorizing the levy of a sever- ence license tax on mines and mining claims. - ARTICLE XV. Section All nes and min claim: from which gold, silver, and other pre- cious copper, iron ore, soda, eum, and other crude and mineral oil, and natural gas, or other valuablé de- posit is, or may be produced, shall be taxed in addition to the sur-, face improvements, and in Feu of taxes on the lands, on the gros# output in proportion to the actual value thereof, as may be pre- scribed by law. Provided that in addition thereto there shall be levied a severence license tax based on the actual value of the gross output. NUMBER TWO Autkorizing the application of 83 1-3 per centum of royalties arising from les f school lands Ke lowing ¢ ared to be perpet- ual funds for school purposes, of which the annual income only can be appropriated, to-wit: Such per- centum as has been or may here- after be granted by congress on the sale of lands in this state; all moneys arising from the e@ or lease of sections number sixteen” and thirty-six in eagh township in the state, and thd lands selected or that may be selected in lieu thereof; the, proceeds of all lands that have béen or may hereafter be granted to this state, where by the terms and conditions of the grant, the same are not to be otherwise appropriated; the net proceeds of lands and ‘other prop->- erty and effects that may come to the state by escheat or for-. feiture, or from unclaimed divi- dends or distributive shares of the estates of deceased persons; all moneys, stocks, bonds, lands and other property now belonging ta the common school funds. PRO~ VIDED, that the rents ordinary use of s: lands shal be applied to the support of pub- ic schools and, when authorized egneral law, not to exceed thir- ty- ~n4 one-third (33 1-38) per centum of oi, gas, coal, or other mineral royalties arising from the lease of any sald school lands may be so applied.” F.
