It would be the business of the conference, said Mr. MacDonald, to create conditions for the working of the Dawes report, the first being the fiscal and economic unity of Germany, anf the second, adequate security for prospective investors in the joan for Germany. One great merit of the experts’ work, he continued, was the busi- ness-like methods they had adopted in preparing it, and he hoped the present conference would follow their example. He pointed out that the Dawes report was not a final solution of the reparation problem, but that it was necessary to get this scheme into operation before other problems could be solved. Therefore it was his desire that the conference deal solely with the Dawes report.
