The dispute between Russta and Rumania concerns the Russian prov- ince of Bessarabia which was forc- ibly detached from Russia by the al- Mes after the war and given to the mercenary Rumanians to pay them for their wartime help. Theoretically, a majority of the Bes- sarablan inhabitants Are of Ruma- nian stock; but they are indifferent peasants, and there is a huge popu- lation of Jews in the province, who have been persecuted both by the Rumanians and by the prewar Rus- sian rulers. Troops on the Dniester Along the banks of the Driester | pines. river. which divides Bessarabian from Russia, the Rumanians and Russians have concentrated considerable arm- ea forces. The Rumanians have pro- claimed martial law in Bessarabia and are taking all military precau- tions to fight for the retention of their new territory. Kishineff, the principal city of Bessarabia where anti jewish pogroms happened be- fore the war unler Russian instiga- tion, is being bombarded by pro- Russian propaganda. Documents are secretly distributed at night in the streets, reading “Brothers Rise Up! We Shall Soon Be With You! Then follow appeals for the Bessara- bians to prepare themselves to ac- cept the Russian communist regime. Much of this propaganda in Kischi- neff is attributed to young Jews, who prefer Russian to Rumnia. But the Rumanians have won to their side the Chief Rabbi of Kishineff, who ‘has denounced © all prosoviet Jews as renegades. Will Appeal to France Should the Russians attempt to win back Bessarabla by force. of arms, Rumania expects to appeal to France for assistance. France would consider her Balkan policy ruined if Rumania were defeated by the soviet government. Rumania, too, has Czecho-Sloyakia and Jugo- Slayia as’ her allies, under the Lit- tle Entente agreement. But, it is very dotbtful whether Rumania’s two associates would stick to her in a war against Russia. Czech-Slo- akia and Jugo-Slavia are both sla- vonie countries and before the war looked to Russia as their natural protector. The statesmen of the two little nations realize that Russia is certain to regain her power some time, and once more will be the Lit- tle Father of the Balkan slavs. Rumania is a Latin nation, and in the event of war that they were is unpopular with her slav nelgh- bors, The Rumanians might find attacked by Russia on one side and Czecho-Slavakia and Jugo-Slavia on the other. Under such pressure, Ru- mania might be dismembered. France Could Send Troops. But, Rumania has a strong ally In France. The French couldn't send an army overland to help Rumania. Nevertheless, Bessarabia borders on the Black Sea, and Odessa is less than fifty miles from the Bessarabia border. The French could transport troops through the Dardanelles, now unfortified and could threaten Rus- ria’s flank. The geography of the situation permitting such a. poss!bil- ity, is what ‘makes the situation dis- quieting from the standpoint of an- other great war.
