The arguments over paving dis- trict 43 had taken up the greater Part of the evening. The perpetual fight that comes up whenever pav- ing bids are asked for came up again. There were 89 signers to a petition for bitulithic paving and 63 to a petition for concrete, after # deduction had been made of the signers who had switched back and forth and had withd: their names from either petition. The battle was the greatest battle of words on this subject that has ever been heard in a Casper council chamber. Dr. S. H. Diggs, chemist at the Standard refinery, was called upon by a supporter of the asphal- tic type of paving. Dr. Diggs ex- plained the relative merits of the two kinds of paving, claiming the greater lasting quality of the as- phalt ‘‘as a mere fact of science just as two pounds are heavier than one.” Others saw fit to disagree with him while he found many sup- porters. ‘Attorney H. B, Durham appeared for the Russel Kimball company which had submitted a bid for six- inch plain concrete at $96,443.54. Mr, Durham claimed that since that was the lowest bid let the contract should be awarded to the Kimball company !n compliance with the statute that calls for the contract being let to the lowest responsible bidder. “If you are not going to consider concrete paving why do you advertise for bids in that type and put these men to the trouble and expense of making bids? If you continue to Ist contracts to the high bidders you are not going to get any bids, gentlemen.” S. F. Pelton, member of the coun- cil, deliverea a fiery oration in which he declared that the custom of the council permitting the people of a proposed paving district to be heard was a “heritage handed down from the notorious Giblin.” When you do this you are sticking these different contractors on to the property owners of a district like a pack of bloodhounds and they sign petitions just as they would climb a tree to get away from the dogs. The fact that they climb an apple tree does not signify that they lke apples better than they do pears.” Mr. Pelton showed wherein the bid of the Warren company was higher éven on the same articles than the Russell Kimball company. B. H. Robertson of the Warren company said that his organization had been operating in Casper {or several years and that they did not submit their bids on the basis of what the Kimball company was submitting but that they did so on a knowledge of what they could do the work for W. F. Wilkerson, a property own- er of the district closed the argu- ment after the fire of several ora- ‘tors had been exhausted by stating that he thought the council pos- sessed enough intelligence to let the contract. One faction, he said, was sure to feel unjustly treated if the contract went to the other faction. Resolutions were passed creating four sanitary sewer districts to em. brace practically the entire city éast of McKinley street. There ‘Were no remonstrances on these dis. tricts. They are Nos. 16, 19, 20 and 21. District 16 from the alley be- tween McKinley and Jackson to Conwell between Eighth and Twelfth and from the alley between McKin. Tey and Jackson to Fenway between Twelfth and Fifteenth. No. 21 in cludes the Northwestern right of way south to Fourth street between Lowell and Lenox.
