That the said im- provements are to be maintained by the contractor for a period of five, (5) years, and that the charge for the maintenance is to be included in the assessment of such improvement. Section 9. Whereas an emer gency exists, such is hereby de- clared to be the case, and this or- dinance shall take effect and be in full force from and after its pas- sage, and the Clerk shall post for publication the same in the Casper Daily Tribune, in the manner and form as required by ordinance.
