That is not the COCO ECE heads of Senator Walsh of Montana, and for- mer Secretary Daniels. And if there is any- thing wrong in the action of Secretary Denby’s applying the provisions of the act and agreeing to the leasing of rights in naval oil reserves to private corporations, he had a precedent in the action of former Secretary Daniels. The record upon these points is clear, un- mistakable and irrefutable. Senator Walsh, of Montana, was one of tlie most active advocates of the leasing act, which became a law in February 1920. During the debate of the bill he boasted of the fact that he was the originator of the policy of leasing pub- lic oil lands to private interests, stating he had drawn up the first bill of that character in 1913 and 1914 with the assistance of Setre- tary of the Interior Franklin K. Lane. The record also shows that in 1917 he introduced American way of doing things. It is time for officials of integrity to face their detractors and place the brand of infamy upon those who make their public office the mouthpiece of foul calumny. America, her institutions and her form of! government, are not now, and never will be, en- dangered by enemies from without. Her men- ace is from those who, for the purpose of elevat- ing themselves into the limelight of question- able notoriety, or of serving the baser p | of partisanship, seek to destroy the faith of the American people in their public officials and instifutions. ‘The time has come for Republican leadership to stop acting on the defensive, and begin aggres- sive warfare on political. traducers, who sat silent while the greatest orgy of waste, incompe- tency and corruption that the world has ever a leaging bill which gaye the secretary’ of the witnessed took place in Washington under the interior unlimited authority to handle the public oil lands, even permitting him to lease them without competitive bids. Within two weeks after the leasing act be- came a law Secretary Daniels wrote to Rep- resentative Thomas Butler, chairman of ‘the house committee on naval affairs, to the effect that private interests were draining oil from under government lands to the value of millions of dollars, and it therefore was “imperative” that the navy be permitted to develop its oil reserves in order to protect its oil supply. In order that this might be done, Secretary Dan- iels suggested an amendment to the leasing act, giving him absolute contro] of the naval oil re- serves to “develop” use, and operate the same in his discretion, directly or by contract, lease or otherwise. Secretary Daniels’ amendment was written into the law practically without change. Under Democratic administration. The Wisdom of Magnus The ‘silence of Magnus Johnson while he is in Washington is one of those little surprises which sometimes come along to cheer up a gloomy world, but, feeling the need of yocal exercise of some kind the senator has been on a speechmaking tour in Pennsylvania. At Al- toona he learned that a movement had been set on foot in Minnesota to nominate him for Goy- ernor which moved him to remark that he would “not stand “for it.” Instead, he proposes to remain in the United States Senate, and on the whole, one would say that the Senator is wise. His election to his present position was the re- sult of a yote which was intended as a protest against the economic consequences of a bad wheat crop, rather than as a compliment to In view of’such facts, one Sor Economical Transpertetion Superior Utility Coupé 9640 f. 0. b.
