PAGE TWO PERMISSION TO BUILD SHIPS Io ASKED BY RUSS Application ‘Made to Rome Conference By Soviet. ROME, Feb. 22.—(By The Asso- ciated Press}—Permission to build 419,000 tons tn capital ships has been asked by Russia of the con. ference here under the League of Nations auspices for extending the principl@ of the Washington naval treaty. Admrial Behrens, representing Russia set forth the difficulties of her position with its frontage on three seas and pointed out that she had not recetved any guarantees from the other nations for her security. The conference offered Russia 126,000 tons but her representative refused to consider that tonnage and after much discussion the fig- ure was, recommended by Admiral Behrens to not more than 300,000 tons for exchange for what he asked certain guarantees for the Baltic and Black seas. The Russia representatives said Russia could not construct warships t did not wish to tie ny agreements re circumstances permitted and she had need to air the pro- vision. One capital ship of 35,000 tons, to be build in 1927 or later will be the new construction of first class fighting craft allowed Argentina, Brazil and Chile if the proposals formulated by the conference are adopted by the respective countries. An agreement for lmitation for Norway, Denmark and Holland has been reached. Spain has indicated that she ex- pects to be able to construct a certain amount of first class ton- nage but the conference as a whole found itself not in accord with the Spanish viewpoint. The spirit of the Washington con ference by all accounts has been intensely pervasive throughout the discussions, while the delegates as a whole concede that outlay on capital ships is a heavy drain on the resources of all the countries and are anxious for an agreement as to limitation in the interest of economy if for no other reason. The conference is continuing its session today. All deliberations are in secret. The great question mark which has hung over all the sessions; has been the problem of Russia, due to the uncertainty of her future de- velopment and the bearing this ‘would have on her desire or ability to put a navy on the seas.
