The secretary suggested that Japanese be placed on the same quota basis as other allens, pointing out that the quota percentage proposed in the bill would limit the number to less than 250 a year and that its Provisions for certification abroad would give “a double control” over this number, while a continuation of co-operation in restrictive efforts could be expected from the Japanese government. The bill's selection of the 1890 census as the basis for computing immigration quotas was discussed in Secretary Hughes’ letter.
