Admiral Baron Kato was born tn 1859 and had a ¢ inguished career in the naval, administrative and diplo- matic services before he was elevated to the premiership last year While the report was current early this afternoon that Japan’s premier had died at 1:20 p. m., official con- firmation was hheld until shortly | before 3 o'clock. Premier Kato's ilineas was of long| duration, but until recently it was not regarded as serious. One culmination of the premier’s long career of public service was re-| corded formally but « few days before his death—when the five powers sub: scribing to the treaty for the reduc tion of naval armaments exchanged ratifications in Washington. naval treaty was a consummation in which Baron Kato was deeply inter- ested, and he said repeatedly that he regarded it as establishing a new era of peace. Asa delegate to the Wash- ington arms conference, he had been one of the foremost advocates of the pact nence in the Russo-Japanese war, which he entered as a captain in the navy and emerged a rear admiral.
