PAGE EIGHT SOCIALISTS TO THLK PLANS FOR REORGANIZATION International Congress at Vienna to Discuss World Program. VIENNA, May 19.—A comprehen- sive plan for the reorganization of the Socialist International has been drafted by the executive committee of that organization at a two-day session at Bregenz, Austria, and has been forwarded to Hamburg for con- sideration at the Socialist Interna: tional to be held there next month. The main points of reorganization are set forth follows: “In the Socialistic Workmen's In- ternational there shall be united those alistio workmen's parties Who alm to substitute the socialistic for the capitalistic mode of produc: tion and who regard class warfare as @ means to the emancipation of the working classes. “The 8. W. I. assumes the t: unifying the activities of affiliated parties and combining the same in united action “Tho parties allied in the 8. W. I bind themselves not to belong to any federation outside of this existing po- Utical internaticnal association. “The 8. W. I. ts only in such measure a living reality as its reso- lutions in all international questions mey be binding upon all its parts. Every resolution of the international organization therefore means a self- sought curtailment of the autonomy of the party in the various coun- tries, “The 8. W. I. is to be an institu tion not only for the solution of prob- lems in time of peace but also an in dispensable instrument in time of war. ‘During conflicts between nations the 8. W. I. shall be looked upon b; its affiliations as the highest court of appeal. “The departments on which these tasks shall involve are: 1, The Inter- national Congress; 2, The Executive; 3, The Bureau; 4, The Business Com- mission; 5, The Secretariat.” Other proposals follow: The Congress shall be summoned by the executive when political events Justify it, but in any case once in every three years. The next congress must meet at the latest in 1925. The executive shall be compelled to sum- mon congress within the shortest time possible if called upon to do so by 10 affiliated parties, Only such parties shall participate in congress as are affiliated with the S. W. I. The question of affiliation shall be decided by the executive, subject to confirmation by congress. “The S. W. I. finds tn the unity of trades unionism, as represented by the Internationalen Gewerkshafts: bund (Amsterdam) an indispensable necessity for the successful waging of class war. “The 8. W. I. finds in the unity of the federative labor movement of the Internationelen Genossenschaftsbun4 (London) an extraordinarily valuable support for the working classes in ‘waging class war. “The S. W. Invitations have been sent to Marshal Foch, repre- senting France; Field Marshal Haig and Earl Beatty, representing the army and navy of Great Britain; General Baron Jacques, commander- in-chief of the Belgian army; Gen- eral Diaz, Italian minister of war; General John J. Pershing and Alvin W. Owsley, national commander of the American Legion. As in previous years, the French government will co-operate in all the ceremonies with official represen- tatives and troops at those burying places where it is possible to have them. In the afternoon of May 30 impres- sive services will be held at the Sures- nes Military cemetery, just outside of Paris. It is hoped that the allied commanders will attend these serv- ices as well as those at the Pro- Cathedral. Similar services will take Place at all the other cemeteries, and these will be in charge of delegations from the Memorial Day association and the American Legion. The plans provide, as in the past, for the placing of flowers on every SATURDAY, MAY 19, 1923, soldier's grave in France, Belgium and Great Britain. The London Post of the American Legion has assumed the responsibility for decorating all graves at the Brookwood ceme- tery, the only place in England where American soldiers are buried. Similar plans have been made to decorate the graves of American soldiers at Waereghem, Belgium.
