Mr. Hemingway has been corinected with scouting in Casper almost since its inception and knows many of the difficulties of getting the movement started. He gave great credit to the Casper Chamber of Commerce for fostering the permanent organization of boy scouts here. He expressed his hopes that the scouts from Riverton and the scouts from Casper would be able to get together and have good times in the future and gave great praise to Mr. Arnold as a scout leader. Following the address' of Regional Executive Piper, A. A. Slade, super- intendent of schools, told what both the boy scouts and the girl scouts were doing for the students. ‘These organizations are a great helpp to me," said the educator. W. ©. Wilson, president of the council, acted as toastmaster for the evening. Community singing was led by Mr. Bartle in the absence of Tracy N. Shaw, and many scout songs were given. The high school male quar- tet added much to the occasion by some clever songs which the mem- bers gave for the entertainment of the guests. “Scoutleaders are not preaching,” said Mr. Piper. “If you are preach- ing to a boy you are wasting your breath.” ‘outing is a movement and not an organization,” he went on to state. “It is a movement for every organization to acceppt, adopt and use.” At the close of his address Execu tive Piper ppresented W. O. Wilson, president of the Casper Council, with a streamer that was the personal gift of President Harding to any puncil increasing its membership per cént or more within a certain The streamer was of red, white and blue, and was made for the purpose of being attached to the council flag.
