Justice Scott died in 1917 and the governor appoint- ed a Democrat, Charles E. Blydenburgh, to fill the va- cancy. In November, 1918, Blydenburgh was elected with- out opposition. Justice Beard died in 1920 and the governor ap- pointed a Republican, Ralph Kimball, to fill the va- cancy. Justice Blydenburgh died in 1921 and the governor ‘appointed a Republican, Fred H. Blume, to fill the va- cancy, which again made our supreme court all Repub- lieu. . : Justices Kimball and Blume are candidates before the voters at the November élection to succeed them- selves. Justice Kimball is practically certain of election because his opponent, ex-Supreme Court Justice Gross- beck is incapacitated for the office by reason only of positive deafness. Justice Blume is opposed by a Demo- crat, Judge V. J. Tidball, who at present is judge of our district court at Laramie. Justice Blume should withdraw his name from the ticket to be voted at the November election in order to ‘carry out the spirit of the law, thus assuring a non-par- tisan court, but should, however, complete the term of his unfortunate appointment. Knowing the people of this state as I do through 34 years of continuous acquaintance, during which time I voted for statehood and for many of the state’s supreme justices from statehood to the present time, I have rea- son to believe that if Justice Blume would rise to this occasion and withdraw his name from the November ballot, Wyoming people would reciprocate in such a way a3 to assure his appointment or election to the su- preme court when there is again a vacancy that could be consistently filled by a Republican.
