Under the leasing act 37% per cent of the royalties in Salt Creek ko to the state of Wyoming and 50 per cent to the United States reclama- tion fund, which means Wy ing gets @ proportion of that. Of this 37% per cent, this state allots 50 per cent to our schools, 10 per cent to the state uni lie and 38 per cent to our pub-} Let us hope some of this! does drain into Salt Creek. iy uld this mountain, inland Wyoming contribute an esti- 100,000 barrels of high grade | m its natural resources to t of the United States navy, > return. The act of June 4, 1920, under which this Teapot contract was made is lim- ited in its own operations to naval re-! serve lands “on which there are no Pending claims or applications for per- mits or leases under the provisions” of the general leasing law. The Pio- neer Of company had such claim pend- ing. It followed that the Teapot oil contract could not be made because such claims were pending. The Pio- neer company is controled by a Standard group. The Pioneer agreed to step aside and withdraw its claims, and thus the Mammoth Of company was enabled to secure the Teapot oil] lease. Those who believe the Stand-| ard.steps aside for a competitor with-| out’knowing why, are entitled to their! belief. Itis-reported that certain prominent citizens of Casper had pending in the department claims under the eeneral leasing law covering the major portion of the valuable Teapot lands contract- ef to the Mammoth Of company, and these claims were overlooked at the time the contract was -cranted. Ir these are the facts. it follows thatthe contract may be set aside; for there is no authority under the law to-con- tract with reference to lands covered by pending claims. These gentlemen can do Wyoming in-general, and Cas- per in particular, a distinguished serv- ice by insisting upon their rights, and and ¢: that those right be adjudicated by a tribunal that has-not already decided a em without hearing by pre- rely awarding the lands to a pri- contractor at a greatly reduced ty. Om the other hand if these gentlemen shall waive their rights it may be difficult to find a protestant or claimant with sufficient legal stat- us to proceed against the contract. Citizens, generally, must determine for themselves whether they favor private letting of public contracts, or favor competitive bidding. the com- eastern markets will result creased sales and increased profits: | t the citizen of Wyoming, and par-! nlarly those of Casper, must know] her it is best to refine off tn| Wyoming or best to pipe ft out in the| crude state—whether digging wells and pipeline ditches is better than build inig additional refineries and increas- our population, markets and general| wealth Since writing the above paper I have| read an apology for the Teapot off con tract prepared by a representative of the bureau of mines. The gentleman says four oil companies were given opportunity to bid for the Teapot con- tract. He does not tell us who hand- nicked the four, nor why? Responsi- companies who were not let into secret negotiations express a lingness to raise the contract and y the United States a substantial in the royalty rates.
