PAGE EIGHT JEWELL WINDS UP ARGUMENTS ON WAGE GASt CHICAGO, March 31.—B. M. Jewell head of the railroad shop crafts closed his week’s argument before the United States railroad labor board, in rebuttal to the railroad’s. petition for a 10 per cent wage reduction for shop men on 204 Iines. Mr. Jewell reiterated statements that the whole social structure of the country 1 state of .collapse and will con so unless the present system a profits and wage is changed. He said he was asking for a living wage for th workers for un less the sltuation was changed, profits would continue to be the principal ob ject of industry, control would pass from few to fewer, wages would be crushed down and the result would be no incentive for production and utter collapse. Fred J..Warne, statistician for the shop crafts, charged that the railroads in asking for shop mens’ wages on the same level with the pay for similar work inoutside industries were using unfair tactics in that they were citing ‘wages paid in industries contgolled by the railroads. What he termed “clearty legal fic tion,” was the present understanding that raflroads did not control indus tries producing commodities transport ed on their lines as they formerly did in fact and in name. The railroads be assorted, although net actually the Owners of many great industries, nev ertheless controled them and their Wage levels because officers of the railroads also directed many tmdus tries, To submit tn such railroad con trolled industries wages as applicabie to the railroads, was, therefore un- fair, Mr. Warne urged, and should be ercluded by the board from its cons sideration. The witness named George F. Baker, Robert Windsor, J. P. Morgan, Perci val Roberts, Jr. and James Leeds as among prominent financiers who were @irectors of both railroads and im portant industries. He cited three raftroads and groups of outside indus- tries as allied through their directors’ and stockholders, which, he mid, were Mustrative of the situation.
