This right is veste@ solely in the company by virtue of a contract which it has with the city, said to be the only contract issued to allow work of this kind. The contract is the basic cause of the differences. The company com tends that it is of exclusive nature while the city contends it has the right to issue as many contracts of this kind as it sees fit. Other matters which came before the council for consideration Inst night were of routine tenure. The city council committee charged with making a report on the petition of the taxicab owners, that they be allowed the same privilege of parking their cars on the streets in the busi- ness district as is accorded other au- tomobile owners, announced that it was not yet ready to make a com. plete report. Complaints from residents of some sections of Casper were recetved and acted upon by the council. The city engineer's office was instructed to in- vestigate reports that continual freezing of water pipes on South Me- Kinley street was due to deep grading work completed by the city.
