SHIPS WITH BRITISH IS KEEN, FRANKLIN SAYS Head of International] Marine Defends Yank Corporation Against Attack of Senator NEW YORK, Oct. 4.—Op- erating agreements between the International Mercantile Marine company, an Ameri- can corporation, and.the Brit- ish government, did not affect the company’s American flag ships even before the’ drafting of a supple. mentary agreement requested by the shipping board, P. A. 8. Franklin, president of the International Mercan tile Marine, told members of the board atya special hearing here today The hearing was called to obtain from Mr. Franklin recital of detaile of the British agree attacked by Senator Jones of Wash- ington before its amendment as being inimical to the forsign commerce of the United States. Senator Jones _ \charged it bound the company “to pur- @ue no policy injurious to the inter- ests of the British merchant marine ar of British trade.” The ent, originally Grafted in : agreem = 2903, was sought by the company, Mr. Franklin told the board, to offset ad. vantages gained by the Cunard line when the British government began to butld up that line by loans and favor- able mail contracts, following acquisi- tion of British tonnage by the Inter- national Mercantile Marine. The Agreement gave the International Mer- cantile Marine the benefit of British mail and other valuable contracts. He denied that it had been kept secret, ns charged by Senator Jones. “During 19 years ot operating un der these agreements,” he continued “we have never been interfered wit by the British government in the man- agement of our ships and no restraint of any kind has ever been placed upon us. “During this entire period we have had American flag ships in competi- tion with British ships and British flag ships which we own in strong and continuous competition with the Cunard and other British companigs.” Mr. Franklin emphasized that the company was an American corpora- tion, 93% per cent of its stock being owned by American: citizens. Orly one-half of one per cent of the stoci is held by English investors, he said, and a similar amount by Canadians. He asserted that recognizing the de- velopment of national aspirations for an American merchant marine, the ‘company began negotiations in 1918 to dispose of its British flag ships to a 2 British syndicate, but that the sale was stopped at the request of Presi- = dent Wilson. He read three letters from Mr. Wil- son in support of his assertion, and also read excerpts from the congres- sional record to show that Senator Jones was one of those who opposed the sale. He added that the United States goyernment then bought the t later withdrew from the lin a ent which was/ MELILLA, Morocco, the Spanish outpost at Tiza p: Moors, lasting several hours.
