YAGE TEN DRILLING REQUIREMENTS TO BE LIFTED WITH OFFSET EXCEPTIONS New Ruling Issued by Interior Department Affect- ing Development of Government’s Lands Is Pleasing to Wyoming Operators On the eve of the sale of government leases in the Salt Creek field, set for June'15 at Douglas, the department of the interior has issued an order that drilling requirements are suspended on leases already where offset or other drilling issued or to be issued, except is deemed necessary to protect the interests of the government. This rather belated announcement answers the question which oil men have been asking lately as to whether the government would ‘insist on the strict carrying out of the © drilling regulations under the leasing law, in view of the overproduced condition of the field. It had been the feeling, however, that if no such announce- ment were forthcoming in advance of the sale, a ruling would be made im. mediately after the question of these leases had been settied Amore important step toward the conservation of the field could hard- ly have been made. The suspension of drilling obligations is welcomed by most operators interested in Salt Creek. and it is probable that better prices will in most cases be obtained for leasea with the new ruling in force. It must be remembered that the government does not prohibit drilling. but makes it optional with the operator, the only compulsion be- ing to carry on offset or other drill- ing which may be necessary to pro- tect government interests. It there- fore rests entirely with the operators whether the government ruling re- sults in the adoption of a conserva: tive drilling policy by all, or whether there will be an effort on the part of each to obtain as great a share of production as possible. The operation of drilling in the Galt Creek probabiy represents the most. difficult problem of any field in the United States. The area inside the geological limits is so productive that it is extremely easy to increase the production from. the field as a whole. At the present time, a serious over-production exists in the indus- try, and more oil is being taken from the field today than can be hzndled ‘by the refineries. New drilling should be checked, and production curtailed in every way until better conditions assert themselves. The difficulty lies in checking production in a way / which is equitable to all concerned. The many interests in the field make this a problem worthy of the wisdom of Solomon.
