What Casper needs more than any thing in the world right now is very strict fire prevention ordinances. It is better to legislate fire nuisances out of business than it is to try to sub: due a blaze and suffer the attendant losses. “Ordinances prohibiting the blocking of alleys, preventing the dumping of rubbish in open receptacles in the business district and other forms of protection should be immediately en- forced. “There is extreme laxity noticeable in the enforcement of ordinances on building regulations. This is also one of Caspers greatest menaces. This spirit of build rapidly to get hack to business as rapidly as possible is a dangerous practice.. Casper is for- tunate in having missed a holocaust of some kind. Now is the time to begin getting action to keep that rec- ord intact.” Mr. Barley promised a representa tive of The Tribune that he would make’ notations of specific instances of careloggness during his inspection here ahd that he would also make rem- edial suggestions for these conditions.
