Section 6. The surface of the bill- ard shall be constructed of galva- nized iron or steel, securely fastened to frame work, the posts or uprights of which shall be of steel, cement, iron or wood, and if wood, shall be not less than four (4) inches by four (4) inches in dimensions, said posts to be spaced not more than eight (8) feet apart and shall extend to the top of the billboard; said posts to be set not less thin three (3) feet in the ground and the earth about them to be securely tamped into place. The material which comprises the surface of the billboqrd shall be securely at- tached to a wooden stringer, which stringer shall run continuously the length of the billboard. Said anchor post shall be set back of the vertical post a distance equal to three-quarters of the total height of billboard, above the ground, and anchor post shall be set not less han four (4) feet in the ground and in such a position as to make an angle of approximately ninety (90) degrees with the brace. A closs-piece fourteen (14) inches long of two (2) inch by six (6) inch lumber shall be securely nailed with three (3) 30d nails across the back at the lower end pf the anchor post, and a piece of wood, two (2) inches by six (6) inches, by four- teen (14) inches in dimensions, shall be securely nailed with three (3) 30d nails across the front of the anchor post six (6)-inches below the ground surface. Where the vertical posts rest upon the foundation. wall or bulk- head, they shall be securely fastened to the same by means of steel dowel- pins, set at least four (4) inches into the foundation wall or bulkhead. There shall be one pin to each post. When a billboard is built in an excavation so that the height of said billboard above the ground is such that the lengths of the posts and braces above ground exceed sixteen (16) feet, the posts and braces shall be strengthened by means of re-enforcing braces. Every billboard having an advertis- ing surface of more than sixteen (16) square feet shall be made to withstand a lateral wind-pressure of thirty (30) pounds per square foot of exposed sur- face. Section 7. It shall be unlawful for any person, firm or corporation to erect any billboard vithout first ob- taining a building permit therefor from the City Engineer, which said permit shall be granted upon the written application containing the name and address of the applicant, the Proposed location, including the dis- tance away from the inside line of all surrounding walks or road-ways of the billboard and the dimensions of the advertising surface thereof. Such application shall be accompanied by specifications for the erection of the proposed billboard and a fee in the sum of One ($1.00) Dollar; provided that no permit shall be issued when the. proposed board is to be erected nearer the inside line of any walk or road-way than the proposed heighth of the proposed board. Section 8. It shall be unlawful ford any person, firm or corporation to erect any billboard under any bulld- ing permit which does not conform in all respects to the application and specifications submitted under which such building permit was obtained. Section 9. An ornamental border not wider than one (1) four may be added to surround the advertising sur- face of any billboard, and there may be pliced at the ends of billboards appropriate ornamental célumhs; and there may be placed between the low- er edge of the billboard arid the ground an ornamental latticework or base- board, provided that the lower edge of the billboard or ornamental border shall be at least eighteen (18) inche® from the surface of the ground. Section 10. No paper, cloth or ad rertising matter shall be allowed or permitted to hang loose from any bill- board, but the same shall be securely fastened or glued to the “surface of the billboard. Section 11, All billboards shall have a smooth surface and no nails, ‘tacks or wires shall be permitted to pro- trude therefrom, except electrical re- flectors or devices extending over the top and ‘in front of the billboara i> be used for illuminating purposes and except such devices as are placed thereon for purely ornamental pur- poses. Section 12. It shall be unlawful for any person, firm or corporation, ex- cept a public officer or employe in performance of a public duty, to paste, paint, print, nail, tack or otherwise fasten any card, banner, hand-bill, sign, poster or advertisement or no- tice of any kind or cause the same to be done, on any curbstone, lamp-post, pole, hitching-post, watering trough, hydrant, bridge, or tree upon a public street or public property within the City of Casper, County of Natrona, except as may. be required by the Ordinances of the sald City of Casper, County of Natrona, or the laws of the State or of the United States. Section 13. Section 18. It shall be unlawful for any person, firm or corporation to op- erate or maintain any defective ile | bourd and the continued operation or maintenance of any defective biiiboard for ten (10) days by said person, firm or corporation, after actual notice of said defect, shall automatically cancel his, theirs or its Bill Poster and Out- door Advertising License. Section 19. The provisions of this Ordinance do not apply to. electric signs and transparencies, nor signs attached to any building or the side- walk thereof advertising the business carried on in such building, nor bull¢- tin boards, nor clocks or similar ad- vertising devices. Section 20. The provisions of this Ordinance do not apply to signs ex- ceeding ten (10) square feet in size, familiarly known ag real estate signs, advertising for sale or rent the prop- erty upon which they stand, but, all such signs shall be securely fastened to the ground or to the structure to which they are attached. Section 21. There shall be placed and maintained on the top or bottom of each billboard and advertising sign the name, plainly printed, of the per- son, firm or corporation owning or who is in possession, charge or con- trol of the same, for advertising pur- on the business or occupation of ill: F posting or advertising sign painting or outdoor advertising or maintaining billboards shall cause the name of such’ person, firm or corporation to be plain- ly painted in a conspicuous place on the outside of any wagon or ‘vehicle used in such business or otcupation and shall keep the same plain and distifct at all times. Section 23. It is hereby dectarea that each of Sectiong 1 to 22, both in- clusive, of this Ordinance, is severally from each and every one of ‘the other sections therof and that each thereof has been passed independently and severally from each and every of such others and irrespective of the passage thereof, and provided further Ordinance heretofore enacted, conflict- ing with any section herein is hereby repealed. i Section 24. Any person, firm or corporation violating any provision of this Ordinance shall be deeried guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine not less than $25.00 and not exceeding $100.00, or by imprisonment in the City Jail for not exceeding three (3) months, or both such fine and im- prisonment and provided that the vio- lation, of any provision herein is a separate and distinct offense.
