PAGE SIX REGULATION OF INDUSTRY URGED, TO MEET UAROR UNION PROBLEM Chairman Gary of Steel Corporation Approves “Reasonable Control” As Possible Solution NEW YORK, April 18.— Elbert H. Gary, chairman of. the United States Steel corpo- ration, told the stockholders at their annual meeting today he was in favor of ‘‘publicity, regulation and reasonable control’ of busiaess through government agencies 2s a possible “solution of or antidote to the labor union problem.” Declaring he did not believe the So- cialism or governmental management or operation, hu suggested that non- partisan, no>-sectarian commissions or departments render decisions, sub- ject to review by the highest courts. Continuing his suggestion, he said: “Laws * * * clear, well defined, practicable and easy of comprehension * * * covering these matters, might be passed, and if so, they should ap- ply to all economic organizations, groups or bodies exceeding certain years. BOY, 11 YEARS OF AGE, FACES TRIAL FOR LIFE—The trial of Cecil Burkett, indicted for the slaying of his 7-yearsid playmate, Benny Slavin, has aroused such interest in the city of Ora, Ind, that the popu- lation of the place has been split into;two factions. defense will contend that the rifle with which Cecil is alleged to have killed Benny Slavin ‘on Thanksgiving morning was not in the hands of the Burkett boy at the time it was discharged. Each should be entitled ‘to the same protection and be subject to the same restrictions and provisions. “Will labor unions consent to this? They have heretofore objected. Here! ywould be a test. Labor union leaders have before now asked and received discriminatory exemptions, This is wrong, and it would be just as bad if the situation were reversed. Em- ployers generally desire only the same treatment that is accorded to labor unions, The large majority of work- ‘ men ‘also would be satisfied with this standard.” Mr. Gary devoted a considerable por- tion *¢ is address to labor unions and said, ‘the natural and certain effects of labor unionism are expressed by three words ‘inefficiency, high costs.’ “I would not intentionally do an {injustice to any union labor leader, nor to a labor union,” he continued. “put I firmly believe complete union- ization of the industry of this country would be the beginning of industrial decay. “It seems to me,” he said, “that the natural, if not the necessary result of the contemplated progress of labor unions, if successful, would be con- trol of shops, then of the general man- agement of the business, then of cap- ital and finally the government.” Admitting that unions “may have assistant. ly, says Manager Huggins. for wage reductions, cause workmen were not treated justly, he declared there is now ‘no; necessity” for labor unions, opinion of the large majority of both employers and employes.” ney Turning to the subject of the pos-' sible reduction of working hours for employes of the steel corporation, Mr. Gary satd: “The officers of this corporation, the presidents of bers named by firmed by the senate. its members present. ef responsibility are in favor of abol- ishing the twelve-hour day, and for this reason and because of the public sentiment, it is our endeavor and ex- pectation to decrease the working hours * * * we hope in the compara: | tively near future. i No Postponement In Hearings of U.
