_ FRIDAY, APRIL 1, 1921 DIPLOMATIC STRENGTH GAINED OTHER CITIES DECLARE BY VATICAN AS WAR. AFTERMATH) or MANAGER PLAN, WHY \) ROME—(By By HENRY woop, United Press Stat Mail.) —With the certain resumption in ndent. the very near future of diplomatic relations between France andthe vatican and with a movement under way for the .establishment of such relations between the United States ‘and the holy see,-the diplom: ~ bosoms Sad TIRES DONT LAST LONG. AF CONSTANTLY GRATED ~ ON GURB, EPMA NEEDED How do you park your car?.. It is “Mn driving up to the curb that many fire injuries are born.. The motorist @riving up at the proper angle un- consciously depends in a measure ‘pon the curbstone to stop his car. ‘Naturally ‘the impact flattens and ‘Strains the tire carcass. «In driving parallel to the curb the ttire side walls are ordinarily. rasped ‘uainst the stone. The edges of the tread suffer, too, Of course the poorly lated tire suffers the most as the resiliency of proper inflation is lack+ Yag. It is in this way, say Michelin ‘tire men, that rim flanges are bent. |, Where tho motorist drives almost ‘head on against the curb, the carcass dik bruised either near the middle of. the tread or close up to the rim. “Where the parking angle is sharper, the bruise is further to the side. The Fesultant. roughened place on the ‘in- ide of ihe carcass constantly chafed the tube. Such a condition is respon- alble for many a tube going flat with- out apparent reason. A careful driver coasts to a stop, first throttling down his engine and applying his.brakes gently. Its not wecessary to drag the wheels or bump the curb. The skillful’ driver is: re- paid in lessened depreciation and re- pair. The more reckless owner, how? ever, can take comfort in the fact that such tire injuries are in almost ‘every, cage repairable if taken in e, wwiON PAGIFIC. TRACK 1a TORN UP BY WRECK SSiatrventa: April 1.—Traffic on the main line of the Union Pacific, ted up Wednesday morning by the derailment of eight ‘freight cars at Cooper Lake, 90 miles west of Chey- e, was restored during the after- noon by wrecking crews from Lara- mie and Rawlins. No one was’ in- jured in the derailment, which. was caused by a broken truck, ita chat ied NORTHWESTERN CLERK TO » ATTEND WAGE CONFERENCE yO. F. Jacquot, clerk at the North- ‘Western freight house, left this: after- oon for Chicago to attend a confer- ‘ence in regard to the wage controv- ersy between the railway clerks and the officials. “Mr. Jacquot was chosen some time’ ago to represent the Brotherhood of Railway Clerks of the Wyoming, di- wision, of the Chicago & Northwest raflroad at’ this conference. c atic position of the Jatter will be greatly enhanced. The Vatican, already as a résult of the war, has gained a diplomatic rep- resentation never before attained in the history of the church. During the past year five new countries’ accredit- ed ministers to the Vatican whilst the ‘ambassador {o the Vatican established early in the war by Great Britain. as a temparary war measure was made Permanent. The five new countries to exchange diploatic representatives with the Vat- ican are ‘Czecho-Slovakia, Poland, Switzerland, Roumania and Yugo- Slavia. In“addition the legations of Peru, Chili, Brazil and Prussia were raised to the rank of embassies. ‘The representative from Prussia has the title of German Ambassador to the Vatican, A total of thirty-one countries now maintain official diplomatic: relations with the Vatican, fiv< with the rank of ambassadors and twenty-uix with the'rank of ministers. To this number it 1s. expected here both France and the United States will be added, the former with the rank of an ambassa- dor’and the latter presumably with a minister. As a consequence the Vatican is to- day ih diplomatic relations not only with all the great Catholic countries of the world and most of the Protest- ant nations, but it has succeeded in ‘entering “into semi-official relations with several of the great nation§ with other religions such as Turkey, Jap- an and China. Diplomatically therefore the Holy See has’attained a reresentation never before reached in the history of. the church. ‘The increased restige and strength that has thus come to the Vatican largely as a result of the war will be used, as Pope Benedict has already made known, in every possible way to bring about a peace- ful post-war adjustment throughout the" world. ~*~ ‘The five countries which now have ‘| aipiomatic representatives at the Vati- dan withthe rank of ambassador are Peru, Chili, Prussia, Brazil and Spain. The’ other countries represented with mijisters are Argentine, Austria, Ba- varia, Belgium, Bolivia, Colombia, Casta-Rica, Checho Slovakia, Ecqua- dor, Germany, Great Britain, Hayti, Honduras, Monaco, Nicarauga, Hol- land, Paraguay, Poland, Portugal, Roumania, Russia, San Domingo, San Salvador, Jugo-Slavia, Hangury, Uru- guay and Venzuela. Dear Sir: ¥our-letter at hand in regard to the city manager plan, and will say that Iam very enthusiastic over this plan of govegnment for} towns of this size and upward. I hap- pened to be living in this town when the city manager plan was put in operation and at that time there was quite a little opposition to the plan; but I was a staunch supporter and made arthoro study of the proposition | and helped to put it over. At this) time you will find but very lttle. op- other councilman to another-and.y vided at Justified! you, I might be abl get | plan from a few of our busii that annoy a councilman and as a rule the grievance is a. minor “one, but rather than have any argument, it is 50 easy to refer the complaint to some so on, from one the cause does not get the needed attention, but the manager plan leaves it up to the man- ager to “deliver the goods” and re- move the cause for complaint, pro- 8 that the complaint is If it would be of any assistance to opy of the ordinance that we passed when this was put into operation, also. I might get some letters regarding the 88 men here and mail them to you; but Tf think I am voicing the sentiment of the entire community when I say that it is approved by everyone here. you will be gladly given. Of course, there are| a few knockers in every community | who have their hammers out for some-/| thing aif the time. Hl I might first say that the laws of; Iowa. permit two different plans of the manager form of government—one | is a commission manager plan, which | is put into effect by a vote of the peo- ple and the other js a manager plan as adopted by. ordinance of the city) council, the latter is the plan that this city ie operating under and are very well satisfied with it. Howeyor, this plan will not succeed very well unless the council gives the manager their solid support at’ all times, for no matter how efficient a manager might be, if the council ‘would not endorse his actions or plans that he desired to put into effect, he could not become very satisfactory as| a manager; but with the support and backing of the council, great results} might be obtained. On the other hand, you will not find! the plan any greater than the man- ager selected to) carry it out. If you succeed in sécuring a manager that has ability and plenty of pep and push behind it, I know that you cannot help but like the plan; but if you happen} to get a man who was looking only | to “pay day” andyhad not the-ambi-| \tion to make it succeed, then you} would be disappointed in the plan. ‘The manager plan is successful for the reason that it gives service; com- plaints are made to: the manager and it he deems it expedient or within good common sense to rectify or re- move the cause for complaint, it is done and the council that) ts very often men in business and donot wish to.make enemies on account. of com- mercial reasons, are not usked nor expected to bear the curse if it does! not happen to meet the approval of some neighbor. ‘These are the things * coffee. money refunded. nomical, too. ten-pound cans, The Morey Merc.
