Godsman, in which he charged that the bill would be a “blackeye” to the republican party, ths house of the state legislature today passed by a vote of 50 to 11 the bill creating a state board of control. The measure will abolish more than eighty boards and bureaus and con- solidate the work under the board of. control and ten departments. Representative Godsman moved that the enacting clause be stricken, chal- lenging the proponents of the mea-| sure to “show where it would effect | economy.” He charged the measure was designed to defeat the civil ser- vice law. “It looks as though Colorado is fol- lowing in the footsteps of North Da- kota,” said Representative Lorenzo M. Sutton of Fort Morgan, referring to passage of the bill. Upon third reading today the senate passed a bill submitting to the voters of the state a constitutional amend- ment prohibiting Japanese and Chin- ese from owning property in Colorado. The bill was adopted by a unanimous vote.
