TAMPIOO, - (By Mail.)—When Presi dent Carranza issued his recent decreo| allowing the resumption of oil well driil- ing under provisional permits, he dig more than reljeve the tension that had arisen over the Mexican-American con- troversy. He permitted a glimpse into Mexico's future as an oil prodyging nation. . Mexico's oil resources have hacely been seratched, according to authorj- ties in Tampico. Today Tampico is prepgring for. an- other boom.
