Chamber of Commerce in Argentina Believes Internation’ tional Organization Is Stial- ing Goods on Ships BUENOS AIRES, (By Mail.)—Zelief that a widespread international organt- zation is at. work stealing merchandise from steamships is expréssed tu a report of the United States Chamber of Com- merce in Argentina, The chamber in- vestigated the loss of valuable merchan- aise by pilfering from ships plying to this port and found “that the same characteristies are visible in thefts of merchandise from Italy, Spain, and Eng- land as from the United States," The investigation was made at the requést of the Allied Chamibers of Com- merce which asked all the members to make similiar invéstigations. “The increase in pilferage during the past few months had been alarming,” says the report. “An effort. was mate to deduce from the evidence received the value of the goods stolen, but, this was impossible altho in general terms it would seem to run, into hundreds of thousands of déllars gold. “One curious feature deyeloped which pvas that pilferage occurs with fre- quency in articles sent by parcel post,! for which there is no recourse if no value has been declared. “The thefts Have ull the character- istics of systematized robbery by peo- ple who know the merchandise and also know the peculiarities of the ship- pers.
