Furthermore, I beg to assure you that I am earnestly endeavoring to establish between the people and their new army a full, complete and cordial understanding. This new army is based on the principle that it must be a typical American in- stitution, not apart from the people but @ part of the people, by and for whom it exists. An army that builds me improving them physically, mentally, morally and that returns them after . their voluntary service is over, to the communities whence they came, better ge-earners, better producers and bet- : citizens, In this connection, may I ask you kindly to read the “Statement Concerning Edudation, Recreation and Character Building in the United S J Army,” prepared by the education and recreation branch of the army, and copy of which I inclose? It is impossible for any one not in the army to grasp fully its spirit, its numerous activities, and the im- provements continually being made. You and the people have a right to know all about your army, our army. Reliable information is essential if there is to be an intelligent publie opinon to guide you. 4.
