Carey of Wyoming when it developed that a few state dele- gations to the Western States Recla- mation association had attempted to in- ject their influence into the oil land [leasing controversy for petty and sel- fish purposes. In explaining his views on, the ques- tion: before a meeting of the delegates, Governor Carey pointed out that Wyo- ming is justly entitled to a full and equitable share in the royalties from her oil, just as Oregon and Washing- ton are entitled to their quota of the proceeds from timber orf public_ lands. The present oil land leasing bill ypro- vides thatthe royalties not allotted to the several states from which the oil is |taken shall be applied to a general fund |for reclamation purposes. Obviously, states having no oil ov other mineral resources are anxious to have the great- er percentage of the royalty funds as- signed to the reclamation exchequer. Governor Carey was strongly backed State Engineer Frank C. Emerson and State Immigration Commis- sioner Charles S. Hill, the © oth- er membe?s of the Wyoming delegation attending the meeting. The stand which they took was successful in.that the as- sociation agreed upon a “hands-off” pol- icy. After a session of nearly a week's duration most of the members, includ- ing Wyoming's representation, have left Washington, As a result of;the Wash- ington conference it is expected that‘a bill will be introduce@ in congress in the near future calling for a two hun- dred and fifty million dollar bond issue extending over a period of ten years for reclamation purposes. The secre- tary of the treasury Is to be authorized to issue these bonds from time to time for any ‘advances he may make to the reclamation fund. Fess in Mean Sau fof Purposes ‘in Stand: Against i Equitable Division of Royalties-Carey WASHINGTON, D: C.. Jan. 27.—“Wyoming is quite willing to 2 | cooperate with the other western states in any practical program for the development and reclamation of our arid.lands, but-we strenuously resent the disposition on the pait of certain western states to interfere with the oil land leasing bill now pending before a conference commit- The association was fully ‘advised of the futility of a direct appropriation by numerous leaders of congress. The bond issue was decided upon as. a com- promise solution of the problem. It is conceded, however, that even a bond is- sue at this particular time ay not be able to overcome the economy and conservation attack which will surely be waged against the measure in both branches of congress, It is rumored that Representative Kinkaid, of Nebras- ka, a reclamation veteran, and Senator McNary, of Oregon, will introduce the bills. State Engineer Emerson expressed be- Hef himself as being pleased with the outcome of the meeting. In his opin- ion the groundwork has been laid for a definite progressive policy of reclama- tion. While heré Mr. Emerson took up several matters with Hon. Clay Tall- man, commissioner of the general land office, with respect to the Carey act projects in Wyoming which have been held up for various reasons. He be- lieves that many of these problems which have been blocking development in the state will be settled soon, and new impetus given to the work. In addition to Govesior Carey, there were five other western governors and two lieutenant governors present at the conference. The Wyaqming delegation was an influential factor in the bus- iness of the meeting, and made a very creditable record in defending and pro- moting the interests’ of ‘its state, Sige Neely The Catholic women of Chicago pro- pose to erect:the Rosary colldge, in one of the suburbs, at a cost of $500,000. a San Diego, Calif., property for sale.
