Potadexter, whose resolution calling upon the ‘de- partment of justice for a report as to: what had been done to curb Red ac- tivities in this country, which cai tho attorney general to awake from a period of “sleeping sickness,” has again taken the lead and introduced a bill which, if passed. will protect the Amer- ican government from radicalism in a more far-reaching manner than any measure either on the statute books or proposed by the administration, The measure, which primarily pro- vides @ penalty of imprisonment, not exceeding 20 years, or a fine of not ex- ceeding $50,000 or both, for all those who either by written or spoken word agitate the overthrow of the Ameri- can government, reads in full as fol- lows: Boe it enacted, ete., that every person who, either orally or by writing, print- ing. or circulating written or printed words or pictures, or otherwise, shall advocate, teach, incite, propose, aid, ubet, encourage or advise forcible re- nee to or the forcible destruction st or overthrow of constituted government} in general, or of the government of the United States/ its laws, ayfthority, agents, or officials, or the governments the states, municipalities, or other States in particular, shall be guilty a felony, and shall be punished by imprisonment not exceeding 20 years, or by fine not exceeding $50,000, or by both such fine and imprisonment. Section 2. Every person who, cither orally or by writing, printing, exhibit- ing or circulating written or printed words or pictures shall advocate, teach, incite, propose, aid, abet, encourage or advise the unlawful injury or destruc- tion of private or public property, or the unlawful injury to any person, or the unlawful taking of human life, ef ther as a general principle or in par- ticular instances, whether as a means of affecting political, industrial, social, or economic conditions or for any other purpose shall be guilty of a felony, und shall be punished by imprisonment not exceeding 40 years, or by fine not excending $50,000, or by both such fine and imprisonment. Any person who, shall act or profess to act as an officer of any euch unlawful association, or who shall speak, write, or publish as a represen- tative or professed representation of any such unlawful association, or who kno: ing the purpose, teachings, and doc- trine of such association, shall become or continye to be a member thereof, or contribyte dues or other things of value to it, or to anyone for it, shall le punished by imprisonment of not more than ten years or by fine of not more than $30,000, or by both such fine and imprisonment. Any person who knowing- ly prints, publishes, cdits, issues, clr: culates, sells or offers for sale, or dis- tributes any book, pamphlet, picture, cireylur, card, letter, writing, it, publication, or documents of any kind in which is taught, advocated or udvised the unlawful use of physical force, violence or physical injury to per son or property, @r threats of such in- jury, as a gmeans of accomplighing any vernmental, social, industrial, or ‘onomle change within the United States, shall be punished by imprison- ment for not more than 20 years or by n fine of not more than $50,000 or by Doth such fine and imprisonment.
