My nomination-to such office is the result of joint endorsement by the Casper Chamber of Commerce and Casper, Ro- tary Club. Act Knowing that harmony between the Mayor and the members of the Council to be imperative,’ I requested the selection of fair-minded men, representative of Casper interests and successful in the same. Mr. EarlC. Boyle was selected as a candidate for the Council and I feel that all who know Mr. Boyle believe that his success in establishing and developing one of the growing business houses of Casper, should be a sufficient guarantee of his able, honest and progressive participation in the business affairs of the City. Mr. Chester M. Bryan, successful in his own private business and for several terms City Clerk of Casper (the major portion of City ordinances now in effect were passed during Mr. Bryan’s terms in office), is well known to all who have lived in Casper for any considerable period of time, and comment on his qualifications is not necessary. Mr. Bryan’s knowledge of City affairs should be of great assistance to any administration. The fact that Mr. Van Gorden, buyer for Webel Commercial] Company and Treasurer of the Trades ‘Assembly, is, on the date of this statement, the only candidate for Councilman from his ward, is sufficient proof of his ability and integrity. Since the above ticket was made up, other candidates have been placed in nomination. I have no word of criticism against any one of such candidates and, if defeated, I will assist to the best of my ability, as a citizen of Casper, the candidate elected. Believing, however, that I have been nominated by organizations and individuals with the sole object in view of giving the business and political affairs of Casper a business administration and that the voters of Casper are entitled to my personal views on local issues, the following statements are made briefly: I believe in and will to my fullest and best ability establish in the administration of our City government: : 1. Complete harmony between all offices, departments and branches of the City govern- ment, with entire elimination of personal differences between individuals officially connected with - the same. be ieee oe ie : : 2. Prompt, intelligent and thorough regulations of vice conditions. 3. Thorough understanding of all matters and facts incident to the execution of public con- tracts, prior to execution of the same, and insistence, through legal procedure if necessary, upon strict compliance with all specifications of such public contracts on the part of the contractor. 4. Immediate compilation of city ordinances, réconciliation of conflicting ordinances and elimination of obsolete ordinances. aa Meee Re, A 5. Maintenance of accounting system equal to best in private enterprises. ae ae) 6. Up-to-date but conservative plans covering Parks and Play Grounds. 7. ‘A balanced, intelligent and impartial handling of all matters connected with the ad-. vancement and welfare of the interests of the city and each citizen and resident thereof. ' 8. Complete co-ordination of and harmony in relations with the County government and its departments. { 9. Proper attention to complaints from private individuals, enterprises and organizations against the City, its officials and employees. { ‘Attention is called to the fact that my statement in the’ Herald published this morning re- ferred to our ticket as that of the “American” party. After such publication but before my petition was presented to the City Clerk for filing, another candidate for the same office filed his nomina- tion petition appropriating the name “American” and in consequence the candidates above named . will appear on and as the “Casper” ticket. It was our wish to désignate our ticket as the “Greater Casper” party but Wyoming statutes require the use of one name only, we are therefore using the “Casper” ticket in name but are for “Greater Casper” in spirit. In closing, I take this opportunity to deny unqualifiedly all statements that 1am a“Tribune” or any other newspaper candidate. I have promised no appointment or political preferments of any kind or nature.
