errr ees: i WEDNESDAY, SEPT. 10, 1919 WAR INSURANCE TOBEBETTERED BY THE LEGION Service Men's Organization to Urge Four Amendments to War Risk Act on Congress, Says Report Changes of major importance in the present war risk insurance act embodied in the Sweet bill, which it is believed will influence thousands of ex-service men to continue in peace the government insurance carried during the war, will be urged upon congress by the American Legion thru its state organizations and 3500 local posts throughout the United States. In a statement issued today} to all the Legion organizations by Henry D. Lindsley, chairman of the national executive committee each state branch and local post will be requested to press upon its con-, gressmen and senators the passege of this bill. The four important amendments to} the war risk act proposed in the bill are these: 1. The payment of converted in- surance, at the election of the in- sured, at the election of the in- sured, in one lump sum or in or more installments. This is govern- mnt insurance which has been con verted into straight life insurance, twenty or thirty-year endowment or paid-up life insurance. Under the present law this insurance is paid in 240 monthly installments. An increase in the class of bene- ticiaries of insurance so that uncles aunts, nieces, nephews, brothers-in- law, sisters-in-law, nad persons i loco parentis may be included as ben- cficiaries. 3. An increase in the basis of the awards in compensation ses to $6 for totel temporary disability and $100 for total permanent disabiity. The present compensation payments are based on a rate of $30 per month for total disability, whether tempor. ary or permanent, and are believed to be wholly inadequate. 4. An inecreese in the period of au- tomatie insurance which provides that any person who ered the service prior to November 11, 1917, is auto- matically insured for 120 days after wnt e ‘into active service. In addition to these changes al- ready embodied in the Sweet bill, the American Legion will advocate one other amendment. is amendment, which is considered of vitel im- portance especially for the soldier, sailor, or marine of small means would permit of lump»sam- payments for the present government term in- urance as well as for government insuranee which has been converted into other forms. This would enable a man who cannot afford now to con- vert his war insurance, which is effec tive for five yea ter his dischar; to have the same advantage of lump sum payment as the man who is able to convert his insurance immediately. Two of these proposed changes, the increase in the class of beneficiaries | nd the payment of converted insur- | nce in one lump sum or over a horter period than the present 240 monthly instellments, have been ad- vocated by ex-service men for many months, and were proposed in reso- lutions adopted by the St. Louis cau cus of the American Legion.
