\ __THURSDAY, AUGUST 14, 1919 _Cbe Casper Daily Teihun RULES AND REGULATIONS Adopted by the State Board of Health, Rules and Regulations for the Pre- vention of Communicable Diseases Adopted by the Board of Health of Wyonsing, as Provided for, in Sec- tions 2946 and 2952 in the Compil- ed Statutes of 1913 By virtue of an act of the legisla- ture the rules and regulations of the state board of health are given the same force and effect as laws en- acted by the legislature, provided such rules and regulations shall be pub- lished once, annually, in one newspa- per of general circulation, in each county of the state. Every practicing and licensed ian within the limits of the all make an im- mediate report of every case of com- municable disease, occurring in their practice, to the county health officer, and he, in turn, shall report to the state board of health, by letter, at least, once each month. The prac- ticing physician, however, must make his report to the county health of- ficer, by the quickest method—tele- phone, telegraph or mail, as soon as he is reasonably certain of the diag- nosis. 2. The state board of health, or the county health officer, may ap- point an assistant county health offi- cer in any locality, remote from the residence of the county health offi- cer, whenever the state board of health or the county health officer deem it expedient. In such case, the assistant health officer shall receive the same compensation as provided by law for the cotinty health officer, provided that the county health offi- cer shall be responsible for the faith- ful performance of the duties im- posed on the assistant. 3. Interference with Placards. No person shall interfere with, or ob- struct the posting of any placards by any health authority, on any place or premises; nor shall any person con- ceal, mutilate or tear down any such placards except by the permission of the health authority. In the event of such placards being concealed, muti- lated or torr’ down, it shall be the duty of the occupant of the premises to immediately notify the local health officer. 4. Reporting Cases of Disease Pre- sumably Communicable in Private Households, Hotels, Boarding id Lodging Houses. When no physician is in attendance, it shall be the dat of the head of +a private househol and of the proprietor or keeper of apy hotel, boarding house, or lodging house, to report forthwith, to the lo- cal health officer, all the facts re- lating to the illness and physical con- dition of any person in any private household, hotel, boarding house or lodging house under his charge, who appears to be affected with any dis- ease, presumably, communicabie, to- gether, with the name of such per- son. 5. Absolute. Quarantine. ¢ Abso- lute quarantine inelades first, abso- lute prohibition of entrance to or exit from the building or conveyance, ex- cept by officers or attendants, author- ized by the health authority, and the placing of guards, necessary, to en- force this prohibition. Second, that the posting of a warning placard, stat- ing the name of the disease in a con- spicuous place, or places, on the out- side of the building or conveyance; third, the prohibition of the passing out of any object or material from the quarantined house, or conveyance; fourth, provision for conveying the necessaries of life, under careful re- strictions, to those in quarantine. 6. Modified Quarantine includes first, prohibition of entrance or an p. as in absolute quarantine, except against certain members of the fam- ily authorized by the health author: ties to pass in and out, under certa definite restrictions; second, that a placing of a placard, as before; third isolation of the patient and attendant; fourth, prohibition of the carrying out of any object or material, unless the same shall have been thoroly disin- fected. 7. Penalty. Any person or per- sons violating or refusing to obey these rules and regulations of the state board of health, shall be deem- ed guilty of asmisdemeanor and up- on conviction thereof, shall be pun- ished by a fine of not more than one hundred dollars or imprisonment in the county jail, not exceeding thirty (30) days, or both. 8. The term “Communicable Dis- ease” shall be held to include the fol- lowing diseases, which are hereby de- clared to be communicable thru the conveyance of infected organisms. Anthrax, chickenpex, cholera (Asia- tie), diphtheria (including membran- ous croup), dysentery (amoebic and bacillary), epidemic cerebro-spinal meningitis, epidemic, or streptococcus sore throat, German measles ( or roth- eln), glanders, measles, mumps (op- thal neonatorum), para typhoid fever, plague, and poliomyelitis (acute anterior, or infantile paralysis), puer- peral septicaemia, rabies, scarlet fe- ver, smallpox, trachoma, tubéreulo- sis, typhoid fever, typhus fever, whooping cough. 9. Smallpox. Requires an abso- lue quarantine for a-period of thirty (30) days as minimum and as much longer as is required for desquama- tion, and healing of the poeks. In event of death it shall be the duty of the county health officer to see that the funeral is strictly private and the burial made within thirty-six (36) hours after death. Rule 6. Druggists Forbidden to Prescribe for Venereal Diseases.— No druggist or other person not a physician licensed under the laws of the state shall prescribe or reeom- mend to any person any drugs, med- icines, or other substances to be used for the cure or alleviation of gonorr- hea, syphilis, or chancroid, or shall, compound any drugs or medicines for, said purpose from any written form-| ula or order not written for the per-| son for whom the drugs or medicines | are compounded and not signed by a! physician licensed under the laws of the state, | Rule 7.
