This | marked a new chapter in the remark-} able record of the administration with respect to Mexico and whatever its real purpose is it is generally concen! ed that it was quite in harmony with the shifting and wavering policy which | has marked the course of the present American government toward the country south of the Rio Grande for) some years back. In discussing this latest expedition of American forces into Mexico, Rep- resentative Gould of New York said in the house that the first announced purpose of this new invasion of Mexi- co was to protect American lives by preventing shots from being fired into American territory by either or both of two warring Mexican factions. With such a purpose Mr. Gould said he had no quarrel, although to find the American government concerned with the protection of American lives in or near Mexico was “a bit unusual Mr Gould pointed out, howeve that “the activities bore some re- semblance to a tacit offensive mil tary alliance with the present M can government and this raised a con- stitutional question, which at present he did not wish to go into.
