TESTINCOURT | Secretary of State Holds to Belief, That Streams Stocked with Fish by State Are Not to | Be Bartered. { Secretary of State William E.| Chaplin is of the opinion that the purchase of “exclusive” fishing rights on Wyoming streams by non-resi- dents will not stand in “any court in the state.” Discussing the Lar- amie Republican a Platte county case to which reference was made in this newspaper a few days ago—the case of a Nebraskan who has warned Wy- omingites to refrain from fishing in a stream stecked by the state of Wyoming because he has purchased the exclusive fishing rights—the sec- retary of state says: “Wyoming hes reached the acme of its fishing business. Exclusive rights are now sold by ranchmen or at least one ranchman. In the Wheatland Times the following advertisement appears: NOTICE “IT have purchased the exclusive right to fish and hunt on all the lands belonging to Adam Boyd. These include the Blue Grass from the ‘mouth of the tunnel, on both sides of this stream, continuously, for‘five miles, to Mr. Harry Gar- lock’s lend. All persons are here- by _notified not to fish in ‘said stréam or trespass on said land with rod or gun. “HEYWARD G. LEAVITT.” “It is bad enough to have fishing prohibited by land-owners without the further disposition of the rights of the people by the sale of ex- clusive rights to others and to people alien to the state at that. Wyoming is spending a large sum of money annually in the propagation of fish. These fish are pleced in the streams of the state presumably for the ben- efit of the people. The lands ove which practically all of these streams run are in private ownership. The only exception worth speaking of is in the forest reserves belonging te the nation, where fishing may, be car ried on without let or hindrance While thousands of our ranchmen offer no objection to fishing in the stredms on their lands, there ar: meny who have posted their proper- ties and prevent anglers from going upon them.
