These bonds, according to the secretary, will be convertible into bonds bearing interest at the rate of 3% per cent, which will be en- tirely exerige from t tion. As the 83 per cent bonds, totally exempt, ve been selling right around par nce their issuance, it is reas- supposed that the 3% bonds y soon rise above par. In fact, the 4% bonds will undoubtedly £0 above par within a y time, if not within a few months after is- suance. One thing about the Victory Loan that will appeal to thousands of peo- ple, is the fact that it is a short-time loan running for only four years.
