His first act after being elected governor was to “jimmy” the capitol building before the constitution provided he should ‘take office, and the Supreme Court of the state promptly placed him where he belonged. Osborne, in his first message in the Wyoming legislature as governor, advocated the abolishment of the board of live stock commissteners and the office of state veterinarian. 3. Osborne, as the Democratic governor in 1893, was connected with a Democratic scandal in the election of a United. States Senator and the stench rose to heaven. 4. Osborne, as Democratic representative in congress from Wyoming, voted against all appropriations for the war against Spain to free Cuba, and not one of his measures introduced in congress became a law. 5. He was placed in Wilson’s cabinet as first assistant secretary of state by William le Bryan, the world’s greatest pacifist and advocate of peace at any price, and after Bryan had quarreled with the President over the war and left his cabinet, Osborne soon followed and Presi- dent Wilson did not attempt to retain him. 6. He was opposed, as representative in congress, to a measure to increase the efficiency of the U. S. Mariné, who have verformed such glorious service in the present war. 7. He has never been a friend of labor and refused to see a delegation of railway mail service employes at Washington, and later at Cheyenne. 8. As to his thirty years’ residence in Wyoming, the records of the Denver directories show that he resided in Denver from the year 1911, immediately after his marriage, until after he had severed his connection with Wilson’s administration at Washington. 9. Osborne is a doctor by profession but failed te respond tothe call of his chief, President Wilson, and the public health service to help stay the scourage of Spanish influenza, but has con- tinued his political campaign in Wyoming while his opponent, Senator Warren, is attending to the needs of the nation in these strenuous war times at Washington. Senator Warren, his opponent, was spoken of by Senator Ashurst, the Democratic senator from Arizona, upon the floor of the senate on March 28th last in the following language: “HE HAS BEEN A STALWART SUPPORTER OF THIS NATION AND A STAL- WAR SUPPORTER OF ITS WAR POLICIES.
