United States Highways Council today, made public its regulations, ef- fective September 10, governing highway and street work during the period of the war. Federal apyréval is required fon practically all high- way construction. a “No manufacturer,” the council’s announcement says, “will furnish any road-building material until_the pro- ject has been approved by the United States Highway Council.” The proposed work that should be first submitted to the United States Highway “Coungil thru the appropri- ate State Highway Department is de- fined’as follows: “All proposed highway, street, cul- vert and bridge construction, recon- struction. and. maintenance involving: (a) the. issuance of bonds; (b) the use of rail or water transportation; (c) the use of coal or oil as fuel; (d) the use of cement, brick, asphalt, oil, tar, crushed stone, or steel (also sand and. gravel, where shortage ex- ists) as highway material.” The“council urges that new high- way and) street construction be con- fined to most essential needs, and announces that it will give first con- sideration to the maintehance of highways already completed. C., Aug. 28— After struggling for a long time with the knotty problem of conscientious objectors. in army cantonments, the war department now announces that the difficulty has to a large degree been solved thru the aid of the farm help specialists of the United States hdepartment of agriculture. * In the varieus stazes where there are farming communities whigh in- clude sects opposed to war, such as the Dunkards and Mennonites, and where additional farm help is needed, these places are made known to the cantonment commanders, together with a record of their farm labor labor needs.
