Congress, a few months ago, passed a measure providing Federal aid in the building of highways in the different States. At the last election, the voters of Wyom- ing adopted an amendment to the constitution, making it possible for our State to participate in this Fed- eral aid, and the responsibility now) devolves upon the Legislature of pro- viding the necessary machinery for working out the best plan for partici-| pation. A Highway Commission | should be provided, with an active} secretary, who would be the principal) executive, who would devote his en-| tire time to the work, and who would, among other qualifications, be a com- petent civil engineer. | fae . o. - No state in the West needs good, substantial settlers to insure its proper development as does Wyoming, and no State offers more in the way of splendid diversified advantages and opportunities. From the congested! centers of the east, there is always a steady movement of homeseekers to the unsettled and comparatively un- developed regions of the West. This movement will be greatly «s=~-nted from now on, because of the rural credits measure, the new enlarged homestead act, and other influences} which will operate to lessen the dif- ficulties which the homeseeker in a| new country encounters. All things) being equal, these people will direct their footsteps toward those States| who are best advertising and exploit- ing their resources and opportunities. Practically all the so-called public land States of the West have been) very active in thus setting forth their! advantages, while for the past few) years our own State has sadly neg-} lected this important feature of State! building. It is imperative, as I see it,! that Wyoming should prepare with-| out delay, to secure her share of these homeseekers, and for that reason, éarnestly recommend that ample pro- vision be made for the revitalization of our immigration bureau. ++ * ?
