Washington, March 20.—For two hours today President Wilson . It is under- stood there was not a dissenting voice against this advice. The President himself did not express his views, and so far as could be learned had not finally determined upon the course to be pursued. Marvell, an as- sistant for operations, who has just returned from a trip to New York, Boston and other coast points to enroll available craft. President Wilson personally took command of the situation. He called Secretary of State Lansing to the White House for a conference at 11 a. m., and early in the afternoon went to the Navy Department, where he was closet- ed for some time with Secretary Daniels. Subsequently the announce- ment was made the President had issued the following orders: 1. Early graduating of the two senior classes of midshipmen at Annapolis, one on March 29 and the other in September. 2. Suspension of the eight- hour work day in all Government construction plants, including the army and navy gun factories. : 3. Immediate use of $115,000,- 000 authorized by Congress to ex- pedite the building of ships now being erected in Government or private yards. 4. Immediate laying down of 60 submarine chaserg in New York Navy Yard. Further than these prepara- tions, no statement was forthcom- ing in administration circles. Kurly-in-the day it was reported the President would advance the date for convening the extra ses- sion of Congress, now set for April 16, but official confirma- tion was lacking. : Secretary Lansing took to the White House the messages from American consular officers re- garding the sinking of the City of Memphis, the Illinois and Vig- ilancia. They disclosed the Memphis had been warned before she was sunk, but that the fate of the eaptain and cight members of the crew was still in doubt. The en- tire crew of the Illinois was safe- ly landed. A mass convention was held in the circuit court room Friday night for the purpose of nominat- ing five aldermen and two mem- bers of the board of education. The meeting was ealled to order by the chairman of the city com- mittee, Judge J. A. Silvers, who was made permanent chairman and J, A. DeArmond, secretary. For members of the board. of education Judge Silvers and G. P. Wyatt were nominated by ae- clamation.
