FOR PROTECTION OF EMPLOYES If it Becomes a Law it Will Work a Complete Change in Existing ‘Conditions Among is Workers. — Washington, April 12—Freedom of speech is guaranteed civil service employes under the terms of a bill im troduced by Senator Jones of Wash- ington. If this law ig enacted, it will not be an offense punishable by dis- missal without a hearing for clerks respectfully to criticize the adminis- tration of departments where they may be employed. Likewise they will be at liberty to interview congress men in their own interests. Conditions in the civil service, ae cording to goverament employes, have become almost intolerable. The pres- ent administration fell heir to these conditions under which all the evils thrive that are aimed at in Senater Jones bill. A Sweeping Measure. The medsure is sweeping in its character. It gives the president full authority to prescribe regulations for the admission of presons into the civil service, but throws around these conscientious workmen of people safe- guards that too long have been neg- lected. It provides that persons in the civil service “shall not be re- stricted in their cight of freedom of speech in the digoussion of public questions, or in the right to criticize the conduct and administration of the service in which they are engaged.” They will be permitted to make eug- gestions in regard to their depart: ments, if reduced to writing, and filed with the head of the department. It is specifically stated that they may present any grievance they may have to congress or to eny senator or rep- resentative, if the same have been submitted. in writing to the head of the department egainst which the complaint is made. Must State Cauee of Dismissal. Another clause etates that no civil service employe shall be removed except for such osuse as shall promote the efficiency of the service and for reasons given in writing.
