Washington, May.—That the re- cent vigorous campaign against tu- berculosis has fatled to check the dis- ease was the statement made ina letter from Nathan Straus, the New York philanthropist, read at the opening session of the flifth annual meeting of the National Association for the Study and Prevention of Tuberculosis here. Straus backs up his assertion by offictal statistics from the New York Health Department, showing an in- crease of 33 per cent in two years in cases of tuberculosis {n the city that Dr. Koch described as leading the world in the fight against the dis- ease. The reason for this failure to make headway, Straus declares, is the neglect of the mischief wrought by the tuberculosis dairy cow. He says the abolition of stuberculoste will be- gin only when it {s made a crime to sell milk from tubercular cows unless {¢ 1s properly pasteurized. Drains Unobstructed. This is the:time of the year for trimming brush, hedges, etc., along the fence lines and roadsides. In my travels over the state the fact is very noticeable that many farmers per- alat in throwing these trimmings in- to the side ditches of the roads or else where they may be washed into the ditches. This brush washes down to the culverts and lodges across or in the opening to choke the culvert and thereby obstruct the free flow of water, forcing {¢ onto or across the roadbed. The result is @ vast amouns of damage to the traveled roadway. No man has a legal nor a moral right to obstruct a road drain. The lawie plain upon this, But itehould not be necessary to penalize any- body for this infringement of the law. Good roads should be the desire of all and every man should lend his efforts toward keeping the roads passable, at least as far as not to throw obstructions in the ditches. I¢ fe impossible to keep a firm road- bed without drainage and the ditches must be kept open and unobstructed in order to get the drainage. I sincerely hope that every man will give this matter some thought and consideration. The road offi- clals cannot make the roade without the aid and interest of thecitizenship of the state. Certainly not if the citizens persist in ignoring the main feature of @ good road—that is, drainage. It costs money to keep up theroads and every property holder ie paying his part. It requires some of that money to repair a washout or water soaked roadbed caused by an ob- atructed drain and withdraws just that amount from the general im- provement of the road.
