Here is the way this would work: Suppose a plece of pottery, costing $5 in the foreign market, ts subject under the Dingley act to a duty of 50 per cent, The tariff tax would be $250, The same article probably would be worth $10 in the American market because of the cost of trans- portationand handling. It isshould be assessed at this price, minus $2 {ncldental charges, the valuation would be $8. A 30 per cent duty would then produce $2.40, or within ten cents of what # 50 per cent duty now produces. Manufacturers pos- sessing a monopoly could boost prices and thus boost the tariff.
