In my last week’s article on this subject, I tried to show some of the faults in the old system of road work under Township Organization, claim- ing that we did not get more than fitty per cent value received for our money, and for the lack of care lost the greater part of that. I want to offer another plan that I think will not only give us more than 100 per cent In results, make better roads, but leave them at the end of the year enough better to equal 25 percent of the money expended. I admit this te pretty strong, buat I be- lieve the plan will make good, THIS IS TAE PLAN, Let the working and care of each piece of road to the person most inter- ested im it, and pay them for their work at the end of the year. It there is more than one {nterest- ed, let it to th» beat offer, divide It among them, or let it to them jointly. The object !s to have some one re- sponsible for the piece of road forthe whole year. The party to whom the work is let should contract to make the necessary repairs, drag it a cer- tain number of times {fn proper time and manner, keep ditches and cul- verts open and see that that plece of road {s kept in good repair to the end of the year. But, you ask, can this be done un- der our present law, and will the peo- ple take the contracts? Yes, to the firat question, bus fs will b> necessary to make some change in the way we have been doing things Under the law we have a Township Board, who have charge and control of the affairs of the township (See Ars IX, Townshtn Organiza tion.) Isis the duty of the Board to divide the townehip into convenient road districts, and sppoint asuitea ble person for road overseer in each distviet, who shall hold the offi e un- til the nexé regular township elee tlon. ete. See. 10333 says: “The Koad Over seer shall use his best endeavor to keep the roads {n his district in good repatr, make an equitable applica tion of the funds on all the roads In $10. Iam tn favor of good roads “- ete bi Ib posed ow, is the case ave su) unrearonable? If not, vont the road get the work for half what {t is worth? ItI do, what I have agreed the road will be better at the end of the year and should cost less next time. But you say: “Suppose you don’t do as you agreed?” The contract should take care of that. The pay should come at the end of the year, and if I failed to comply, the con- tract should be void. Helos it to Smith or some ore else. I would have to pay my road tax just the same. A care- ful reading oi the law will show that heis to be what the term implies, Road Overseer, and be {s responsible for the condition of the roads. It ts his duty to collect the taxes und pay them out, to repair and care for the roads, to care for the tools belonging tothe district, ete. To perform these duties it is obvious that he must have help, and he may hire (contract with) one man or one hundred as seems best. Will the people take the contracts? Lets look at it from the standpoint of the people, one of which Iam. The overseer comes to me and says: “Here is a piece of road along your farm that you ought to be as much interested inas any one. There isa mud hole down there that must be filled, and a ditch must be opened to letthe water away from thatculvort; then if it is dragged about five times in right time and manoer, and the ditches and culverts kept open it will bea good road.
