Wachington, Dec. 4—The twenty- second annual report of the United States civil service commission, made public Sunday contains a recommen- dation that congress should authorize the collection of a fee from applicants for application for the government service, Should this authority be given, the report states that the COmmission will issue a manual giving such ,de- tailed information regarding the ex- aminations as will make it unnecess- ary for the more intelligent applicants to make special] preparation for the ez- amination in some civil service schopl or institution, The amount of the fep, it is suggested, should be a small onp, The argument in favor is that it would eliminate from the examination the large number of persons who take them out of curiosity or to secure a higher rating on the eligible list through re-examination, It is stated that 150,000 persons were examinéd last year, 40,000 of whom secured po- sitions. During the year the number of competitive positions increased from 154,093 to 171,807. ' The order of Postmaster General Cortelyou providing for the retention of fourth class postmasters during sat- isfactory service is regarded by the commission as “distinctly the most important administrative reform ef- fected within the past year. The fourth class postmasters constitute. the larg- est class of employes selected without examination of any kind, For many years these position have been treated as political spoils and appointments made to them with slight regard to the best interests of the Service.” KANSAS APPOINTMENTS, H.
